La regional law on hunting in Emilia Romagna it has just undergone a series of changes, specifically those of a project of the Regional Council which obtained the majority of votes. The examination covered the 60 articles of the text, 168 amendments and an agenda. First of all, it must be pointed out that this is the Regional Law number 8 of 1994, containing “Provisions for the protection of wildlife and for the exercise of hunting”. The intent was above all to adapt the rules on the subject, given that the regional and local government system has recently been reformed and that we must also "deal" with the so-called Environmental Connected.
The innovations were introduced starting from the first article (“Wildlife-hunting management of the territory”): nNo more reference is made to the competition of the Emilia and Romagna Provinces for what concerns the management and monitoring of fauna and natural habitats. The same goes for the second article, that relating to the regional planning of hunting activities, with the introduction of a specific paragraph that speaks of the involvement of the management councils of Territorial Areas of Hunting, the owners of wildlife-hunting companies and management bodies for parks and biodiversity.
Another brand new paragraph is the one that specifies a fundamental task of the legislative assembly: the latter will in fact have the task of approve the five-year regional wildlife-hunting plan referring to the map of faunal vocations and the territorial-regional plan. Of some interest is, then, the authorization of which the Emilia Romagna Region will be competent, after having heard from ISPRA (Higher Institute for Environmental Protection and Research), of the establishment of wildlife-hunting farms within the limits, density and territorial location indicated in the plan and to be calculated on the basis of the agro-forestry-pastoral area.
The objective of this provision is to ensure a greater plurality of land use. There is also no lack of dog lovers in this amended regional law. In the areas or in the fields the Region authorizes the establishment of the competition fields, which they cannot exceed 40 hectares and that cannot exceed the unit for each zone and field. These fields are the exclusive areas in which to authorize dog races with the ability to shoot by the handler (for all twelve months of the year) and exclusively on farmed wild birds belonging to the huntable species indicated in the authorization and appropriately marked. Finally, the authorization itself is revoked in the event of shooting on unmarked fauna outside the hunting season.
