We have carefully read the intervention of the representatives of the PD in the Regional Council regarding the reduction of 10 thousand hectares of the surface of the Velino regional park. In addition to ascribing the dubious merit of an openly obstructive conduct during the proceedings in the Chamber, the note develops in the usual alarmist tones, but without objective foundations that we are used to hearing every time the topic under discussion is the environment, apparently "intellectual property" and the prerogative of only a part, however a very minority, of Abruzzo citizens.
Ideology and emotionality seem once again to be the only guidelines followed in their arguments by the regional left, deployed not in defense of the interests of the community, as it declares, but more banal and pretext to attack the current majority. It is difficult to give a different interpretation to the outcry against the reconversion of 10 hectares of territory when a document from the Abruzzo Region describes the regional one as a “truly extensive and complex protectionist system; in fact about one third of the regional surface is made up of national and regional protected areas and, both in the mountainous areas and in those close to the coast, the entire territory is affected by the conspicuous presence of other areas with a different protectionist character. For this reason, in addition to the presence of large parks, it is important to highlight the existence of an intricate network of natural reserves and protected areas at a community and international level, sometimes arranged overlapping each other ".
What attack on the environment are we talking about then? But above all, which one does he renounce to the economy of the environment? We still continue to want to sell the presence of constraints and restrictions to the development of the territory, to the sustainable use of natural products, to the performance of traditional activities, to the imposition of often insuperable constraints on commercial and production activities, as "wealth". In 1988 at the request of the Regional Council of the Mixed Group of which the writer was group leader, a Commission of Inquiry was established to ascertain and evaluate the effects of the parks on the areas included within them.
The mixed group entrusted prof. Gerardo Massimi of the University of Pescara, Faculty of Economics and Commerce, a study, which completed in 1999, highlighted the strong negativity of the parks on all human activities and the re-accentuation of depopulation in the affected areas due to the growing difficulty, if not absolute prohibition, to continue the usual activities. Of course, another matter if for "environmental economics" we want to indicate funding, consultancy, various protocols for studies and activities of supervision and more, which however always and only concern specific and well-identified categories and persons, which we do not believe it is necessary to indicate.
As citizens, therefore, before being a social category interested in environmental management, we can only applaud the decision taken by the majority, also hoping that it will continue its work of reorganizing and reorganizing a sector that too often has prioritized personal and partisan interests to the real need for protection and protection of an asset that we remember being of all citizens and not just of a part - moreover a minority - of these, which stands by virtue of no one knows what title recognized by anyone, as judge and guide of every human activity by imposing, yes , styles and models of life to please friendly lobbies (Ermanno Morelli - Regional President Abruzzo hunting federation).
