Federcaccia Brescia has officially warned the Provincial Police from giving any Hunting Vigilance service orders to the ANPANA zoophile guards.
"Federcaccia Brescia warns the Provincial Police to issue further service orders to the Anpana zoophile guards". The registered letter sent yesterday by the Provincial President Federcaccia Marco Bruni to the Deputy Mayor for Police Mario Maisetti and to the Commander Carlo Caromani ends in these firm and not otherwise interpretable terms. The request was based on a circular from the Ministry of the Interior of 2 November 2013 which provided further clarifications regarding the possibility that voluntary zoophile guards can also exercise hunting surveillance tasks by virtue of the prefectural appointment decree alone, issued pursuant to art. .6 of Law 189 of 2004. This is a position that Federcaccia has been strongly supporting for months and therefore we can only express satisfaction with the note from the Ministry. In fact, the Department of the Interior writes: "... Article 6, paragraph 2 of law no. with regard to completely different species of animals "(from those of affection).
So no doubt! What is perplexing, however, is that there was already a note from the Ministry sent to the Prefecture of Turin which argued among other things that: "the zoophile guards appointed by the Prefect cannot exercise hunting surveillance in the absence of a specific authorization document issued by the administration provincial ”, confirming the inadequacy - for that purpose (hunting surveillance) - of the prefectural appointment and the need for a specific act of appointment as a voluntary hunting security guard adopted by the provincial body.
In essence, therefore, the voluntary zoophile guards if they want to carry out hunting surveillance must take the exam as required by the Regional Law and then obtain the authorization of the Provincial Administration, as do all the other voluntary guards. We cannot therefore understand why the body in charge, that is the Provincial Police Department, did not apply the ministerial circulars despite Federcaccia Brescia having sent more than one document in support of its theses.
For these reasons we have decided to send a formal warning and the request for cancellation of all the reports raised by these volunteers, obviously without the authorization title. We will also evaluate further legal actions in this regard to restore certainty on the subject and clarify once and for all that those who ask hunters to respect the rules must be the first to respect them!
