La Lombardy region has started the procedures for the renewal of the management committees of the Territorial Areas of Hunting and of the Alpine Districts which have reached their natural end this year. Excluded are those who have been commissioners, for example the ATC of Brescia, whose duration of 5 years is shared when the new Committee takes office. So in our province only the Districts are renewing and all the Federcaccia area representatives are gathering the presidents of the municipal sections of our association to collect the candidacies of the representatives who vary in number based on the percentage of members registered in Federcaccia.
It is an important appointment because the management of the Districts for the next 5 years depends on these people, together with the other representatives expressed by the Region, local authorities, environmental associations, agricultural associations and obviously by other hunting associations. Some believe that "Federcaccia has the burden, because the numbers dictate it, to govern Atc and Ca": nothing could be more wrong! Federcaccia has the honor of managing many ATCs and Alpine Districts and does so thanks to the consent received from hunters through membership. As it happens also for other hunting associations; if someone does not have representativeness, he should perhaps ask himself why his own management philosophy does not gather support without spending time criticizing Federcaccia, but also other realities, which every day do or try to manage hunting.
The passion of the managers is admirable: the commitment is free of charge, the waste of time and energy is difficult to quantify, the consent between the members is always partial because as we know how to please everyone it is impossible. But despite this, the Federcaccia managers are always there as are the other members of the Management Committees, despite the fact that in the past, and it happened in Brescia, someone has also taken complaints, has been brought to the Court going through bad times, coming but then acquitted without anyone obviously apologizing. There are many people who jostle to enter the Management Committees, but too many are those who, realizing the commitment and responsibilities, disappear and no longer participate in the meetings. In our Association this does not happen and if it does, without any problem, the place is given to those who have time.
Some representatives appointed by others have 70% absences: for us this is unacceptable because representation requires respect towards the association or the members you represent. Moreover, this responsibility implies for our association the unpleasant counterpart of often seeing a hemorrhage of members. It is taken for granted, many hunting members do it, that whoever sits on a Management Committee of an ATC or a CA can do what he wants: nothing more wrong. There are laws to be respected, rules and regulations related not only to hunting management but also to administrative law, fiscal and health rules and so on.
