The day of tomorrow, Tuesday 15 March 2016, will be very important as regards the hunting regulations of the Lombardy region. There Brescia section of the Italian Federation of Hunting has decided to express its opinion on the appointment, specifically the modification of the Regional Law 26 of 1993 ("Regulations for the protection of wildlife and for the protection of the environmental balance and discipline of hunting"). Since the jurisdiction of hunting has recently passed from the provinces to the Region, the articles of the text in question in which reference is made to the Province must inevitably be replaced. So far there is nothing strange, but Federcaccia Brescia believes that there are some wrong passages in the transitional rules.
In practice, we are talking about the provision according to which, once the legislative change comes into force (from next week to be precise), the Territorial Areas of Hunting and Alpine Districts will have twelve months to elect their new management committees. These committees, again in the opinion of the Lombard section, would remain in office until the spring of 2018, therefore about two years. In fact, the current regional council led by the governor Robert Maroni it would come to natural expiration and by law the committees would expire.
This means that the management committees that were appointed during 2015 will have to be recomposed two more times within two years. For the federation, the contradiction can be resolved with a very simple provision. The committees must have the opportunity to continue their work e remain in office until the spring months of 2018, a continuity of action that is needed, also as a recognition for the commitment and effort lavished. All other choices would not be understood and accepted by the Lombard hunting world, as pointed out by Federcaccia Brescia in his note.
Article 29 of the Regional Law mentioned above is the first that deals with the provisional committees of the ATCs and Alpine Districts. The text explains how these organs are composed of a representative of the Region (taking a cue from recent changes) that he is an expert in hunting and wildlife, a representative of the municipality (as regards ATCs), a representative of the mountain community concerned (for what concerns the districts). The provisional committees then elect the president and remain in office until the management committees are elected: within six months of the constitution, the statute is approved, after having heard the registered hunters gathered in the assembly.
