Federcaccia: the Campania Region, in the draft of the Hunting Calendar for the 2013/14 Season, proposes stalking quail hunting.
Finally we have been informed of the wishes of the regional office in charge of decisions on the 2013/14 hunting calendar. Yes, in Campania, it seems that some manager or official of the regional structure decides and not, as in the rest of Italy, the consultation between the political forces and the representatives of the categories with interests. The story is short, after many meetings of the regional CTFV on the theme of the hunting calendar for the next year, an agreed draft was reached (not very dissimilar from last year's, only with few changes including turdidae and many aquatic species at the end. January) to be sent to ISPRA for the mandatory opinion. In addition to this, proposals from some regional councilors were also received, which strengthened the theses chosen by the Committee. And here's the magic… as if by magic a totally different proposal came to ISPRA: who took the responsibility to substantially modify the document?
This is not known, but in the documents sent to the hunting associations, on 16 July, for a rough evaluation, the structure stated: "It should be noted that the proposal has already been modified following the ISPRA opinion." Well, in those thirteen typewritten sheets a whole series of restrictions, prohibitions and anything else could discourage a hunter from facing the next hunting season.
Without dwelling on various limitations for pheasant, partridge and wild rabbit (huntable exclusively on the basis of ATC sampling plans), exclusion of the codon and the water rail from huntable species, reduction of times for many species (teal, gadwall, coot, mallard and lapwing) we would like to point out that:
- The exclusion of the quail from the pre-opening;
- In all Natura 2000 Areas (SCI, pSIC and SPA), the sampling times have been reduced (eg woodcock at 31/12, song thrush 9/1, etc.);
- In all Natura 2000 Areas (SCI, pSIC and SPA) the daily bag has been reduced;
- A seasonal game bag has been inserted for all species which in some cases is ridiculous: eg. turdidae (bottaccio, sassello and cesena) daily game bag 20 heads and annual 25;
- Species that can be hunted from the third Sunday of September 2013 to 30 November 2013: quail (Coturnix coturnix), until 30 September exclusively from stalking.
Knowing the obsessive attention that, every year, the regional hunting offices dedicate to restrictions and prohibitions on hunting activities, we cannot consider the limitation as a "typo" (the quail stalking hunt, mostly repeated several times within the proposed calendar) so obviously wrong as to make us almost change our minds about the competence of those in the Region who decide on hunting matters.
But now comes the fun! At the following meeting on July 19, the regional structure claimed to make some corrections to the vehement protests of the representatives of the regional AVVs and their proposed changes. On Monday 22 July the awaited draft was sent to ISPRA: what are the variations?
- 2 days of pre-opening to the quail (11 and 12 September);
- Eliminated stalking hunting for quail;
- Re-insertion of the codon and the water rail in huntable species;
- Redwing thrush on January 30th;
- As regards the game bag, instead of increasing the seasonal one, the daily one was decreased (to 15 head).
We believe that this clarifies well what are the real possibilities we have, in Campania, of intervention and collaboration with the offices in charge of the management and planning of the hunting activity. For greater clarity, we attach the first draft of the calendar with the critical parts highlighted, the second with the changes made (?) And the document of requests and observations made by Federcaccia Campania in the meeting of 19 July.
PS: Someone, then, could clarify how it is possible to have a seasonal game bag of 35 wild boar having only 26 hunting days available (from 2 October to 29 December there are 13 Thursdays and 13 Sundays) with the possibility of killing a only daily garment?
