Federcaccia: great success recorded by the conference on the Territorial Areas of Hunting held in Imola last February 16th.
Unanimous and convinced appreciation by the institutions and trade associations for a meeting that laid the foundations for a process of relaunching a fundamental Institute for territorial management. The National President of the FIdC Dall'Olio opens to the operational proposals of the Regional Councilor Rabboni, asking for more attention and renewed consideration for hunting. held on Saturday 16 February, it undoubtedly represented an important moment of reflection on themes, problems and perspectives that go beyond regional borders.
The organizers and speakers were aware of this and, coordinated by the Presidential Councilor Paolo Pini, spoke in front of a large attentive audience of hunters, but also managers, administrators and representatives of the various components operating within the Territorial Areas of Hunting. or that from the proper functioning of these have consequences for their activities also in the social and economic field.
Aspects immediately highlighted in the introduction to the works by Gabriella Montera, Ass. Agriculture and Hunting of the Province of Bologna, and by the mayor of Imola Daniele Manca, and even more in the intervention of the v. National president FIdC Massimo Buconi, who launched a series of food for thought on the role of the Institutes and their functioning, not exempting from critical reflections on the contribution of professionalism and skills made available to them by the members, first and foremost hunting associations, so that they can best perform their tasks.
The difficulties caused by a legislation that is not always adequate was dealt with by the lawyer. Franco Livera, provincial president of Piacenza, giving the audience a not simple picture of the current situation and possible future developments in the light of the undefined question of the reorganization of the provinces. "It is essential - recalled Livera - greater clarity of the rules, eliminating overlapping administrative levels that complicate, often preventing it, the management commitment of the Atc, with failure to achieve objectives and costs for the whole society".
Practical examples of how to achieve greater functionality and efficiency, through the collection of data and the use of technologies now available to everyone, were presented by Heinrich Aukenthaler, Director of the South Tyrol Hunters Association - Provincial Section FIdC of Bolzano. "A greater knowledge of the territory - he underlined - of the species that insist there, huntable or not, types and use of the soil, presence of infrastructural criticalities, are all essential elements to be able to proceed to draw up any type of conscious project and carry it to the end with success".
Unanimous sharing by the representatives of the various Associations and Local Bodies and Bodies present in the room, as highlighted by the interventions of the regional president of FIdC Togni, who also brought greetings from the president Merighi absent for commitments abroad; by the representative of Coldiretti Ghetti, Cia Peri, Dr. Silvano Toso dell'Ispra and Moreno Morganti, president of ATC BO3.
It was therefore the turn of the Ass. reg. to Agriculture and Hunting Tiberio Rabboni take stock, thanking Federcaccia “for the initiative of having explicitly declared the need for an evolution of the ATC to better respond to the changes that have taken place since their institution; fully fulfill their role and have highlighted the critical issues that risk the delegitimization of this Institute to verify its efficiency from below, by those who work in the area and if it is possible to give them a minimum level of operation more corresponding to the needs ".
After recalling the future government and politics to a greater attention to hunting, leaving those who did not hesitate to define inaction and irresponsibility that characterized their operation in the last season, the ass. Rabboni has identified three essential steps with a view to relaunching the role of the ATC at a regional level, but exportable at a national level: a phase of comparison between all the components (hunters, farmers, environmentalists, regional and provincial administration) to identify a minimum standard optimal operation; the definition of a regional coordination and where the number allows it also provincial, in order to allow a more frequent and productive comparison; to prepare in the light of the planned reorganization of the Provinces a contemporary revision of the roles of the ATC, so that they become subsidiaries of the tasks of the Provinces themselves. To carry out this process, the Councilor said he was ready to open a regional discussion table.
Gian Luca Dall'Olio, National President of the FIdC finally took the floor to conclude the work. After applauding the Imola initiative, the president invited us to ask ourselves what kind of hunting we want tomorrow, and on the basis of this work on a relaunch and revision of the ATC model - suffered but never truly accepted by the Italian hunting world - to make "that leap in quality towards the professionalism and the roles of subsidiarity to the State in matters of planning and management of territory, environment, fauna and sampling that characterize the European reality and that allow the hunters of those countries to enjoy quite another consideration from part of society and politics ".
And it was precisely to Italian politics that President Dall'Olio asked for a different attention to hunting, a small component, but also essential for the relaunch of our country and for the protection of environmental balances, before hunters, seen as a reservoir. of votes.
"Also for this reason - he underlined - in the necessary revision of the 157 before addressing the question of timing and species, which has led up to now to cover up any attempt to change, a transversal support necessary for any change must be sought on the role of hunting. as a management force for the territory and the environment. On this the political world must give us answers, opening a high-level discussion table, equidistant and free from considerations related to the electoral weight of some of the components as it has been until now. A table that considers hunting questions before those of hunters, which means no demagogy but also no ideological preclusions. Reasoning for the good of the country, of which hunting is also part. A path - he concluded - that can also start from the Atc to open an important season, which restores dignity to hunting and with it to hunters ”.
