Immovable marks
The official regional resolution has arrived, which after many months of waiting, defines the technical characteristics and the methods of issuing and affixing the new irremovable permits for the use of live decoys in hunting in Lombardy. In particular, circular aluminum rings may no longer be used: those currently on the tarsus of decoys must be replaced by the regional ring, the “bugna” and the steel and duralumin rings will continue to be valid; for newborns (pulli) in addition to the circular steel and duralumin rings, the plastic tag with a metal tab (stopper) may also be used, the immovability must be guaranteed by a suitable certificate issued by a testing laboratory accredited in accordance with current state legislation, as provided for in paragraph 2 of article 26 of regional law 26/93. As regards the replacement of aluminum tags and for affixing them to birds injured during hunting activities, an aluminum ring with a bugna is provided for.
The origin of the recalls
The practice requires that the hunter submits an application to the hunting association to which he belongs or to the ATC/CAC of residence by filling out a self-certification pursuant to articles 46 and 47 of Presidential Decree 445/2000 on the origin of the decoys; the permits are delivered by the offices of the Lombardy Region to the heads of the hunting associations or ATC/CAC, upon presentation of a copy of the previous application.
Delivery to the hunter
Subsequently, the hunting association or the ATC/CAC will deliver the permit to the requesting hunter, or to another expressly delegated person, the affixing will be done by the applicant. Following the affixing, the hunter will return the replaced permits to the hunting association or the ATC/CAC of residence accompanied by a specific document certifying the code of the replaced rings and those affixed, biunivocally correlated and divided by species. The associations, or the ATC/CAC, are required to deliver, within the terms established by the implementing provisions, the replaced permit and the documentation to the Lombardy Region (source: Federcaccia Lombardia).
