An attentive and participatory room for the regional general assembly entitled to the "Federcaccia di Domani". In the presence of the national President Dall'Olio, the Lombard leaders illustrated the projects, objectives and activities of a Lombard FIdC with a great desire and ability to be the protagonist of today's and tomorrow's hunting. Over 250 provincial councilors from all over the region have given life to an assembly full of ideas and reasons for reflection, but also of a lot of concreteness in identifying the lines that will guide the Lombard Federcaccia in the coming years and highlight what has been done so far . "Today everyone opens a blank page in their own horizon on which to start writing the new diary - said the regional vice-president Rodolfo Grassi introducing the assembly in his applauded speech -: it is our Federcaccia that renews itself and claims its leading role in the game resource management and in civil society ". And again: “The regional president Professor Mauro Cavallari started it with this wonderful event, you are, you will be a relay race, you, provincial presidents and all councilors. You represent the pride of the wonderful hunting people in a great initiative capable of accelerating the history of the Federation. Changing the way it works but not, and I think it is appropriate to underline it, the face and the perspectives. If a new impetus is needed, it is in the desire to act, to continue to be modern protagonists in a changing society, faithful to our history without ever being condemned by tradition… ”.
A desire to change and to do that has already produced results, highlighted by the regional president Mauro Cavallari in his lively speech. Thanks to some simple but explanatory cards projected in the room, the dynamic Lombard president retraced the path taken in recent years by Federcaccia Lombardia to rationalize the structure, human and economic resources, putting each provincial section in a position to operate with greater tranquility and efficiency over the years. come, creating a strong and well-represented structure in the area, where 53% of hunting practitioners gathers alone, although hunters, here as in the rest of Italy, unfortunately continue to decline.
Cavallari then addressed the aspect of scientific research in support of hunting. “Migratory hunting is under attack: hunting from huts, larks, ducks, woodcock and snipe run the risk of seeing reduced species and hunting times. Even the sedentary fauna is often questioned: let's think of ungulates or the typical alpine fauna, whose collection is decided and regulated on the basis of faunal data and consistencies that are not always updated or corresponding to reality.
We hunters up to now have developed few scientific skills - remarked Cavallari - but the experience of the projects carried out by the scientific technical offices of the National Federcaccia, thanks to the collaboration of many enthusiasts and volunteers, have shown that it is possible to fill the gaps in knowledge. of scientific data, until recently provided and interpreted only by protectionist associations that have rarely made objective use of it and almost always to the detriment of hunting. From today also in Lombardy we will give life to an avifauna office, made up of personalities from the scientific world, who will collect data and develop projects, which we will make available to the institutions, so that the decisions concerning hunting are taken on the strength of science and not of environmentalist sentimentality. or animal rights activist. The knowledge of updated data and a non-partisan reading of them has made it possible several times to obtain correct hunting calendars in full compliance with national and international regulations.
It is therefore essential to increase the funds to be allocated to scientific research, also raising the level of confrontation with the university world and with Ispra. This will also allow us to recover traditions and environments. Also for this reason the avifauna office will study a way to bring back a tradition such as the bird spit to be still present in our region, certainly with strict rules and certified passages. As well as for the roccoli, which are very special environments, a unique aspect of the Lombard landscape and we want to ensure that this is not abandoned, but known, appreciated and valued. And again, think about building a game meat supply chain, from slaughtering to health checks, from marketing to tasting in the best restaurants in our region. It is the beginning of a new era - Cavallari ended with applause - We have everything we need to be protagonists of the new course of Federcaccia Lombardia ... We will build a new figure of the hunter, which will allow us to be protagonists in the environment and in the civil society, making everyone discover the merits of our great passion: hunting ".
To give even more incisiveness to his speech and to make it clear how the legitimate fears for such a profound change, especially in the way of dealing with issues treated up to now with very different approaches, Cavallari then screened a short film in which he tackles the issue of change by comparing it to a "tear" with everything that was previous. A change that brings with it fears, resistance, accusations of illogicality. The case presented is that of the high jump, where a radical and at the time judged, in fact, even dangerous way of facing the obstacle made it possible to raise the bar and achieve new results. That bar that, metaphorically, with this change, this "tear" Federcaccia Lombardia wants to raise and surpass for all Italian hunting.
Cavallari was followed by the provincial president of Brescia Marco Bruni, with a short speech to illustrate the initiative taken together with ANUUMigratoristi to have a permanent representation in Brussels at the European Parliament and the other institutional bodies of the EU Commission, a young graduate with experience already gained at the Environment Commission, to keep in touch with the Commission itself and with the "Biodiversity, Hunting, Rural Activities" Intergroup, which includes about twenty Italian MEPs, to bring proposals and projects there, but also to help ensure correct information to MEPs on hunting issues.
The intervention of the other regional vice president, the lawyer Lorenzo Bertacchi, was more complex, who illustrated in great detail the role played by Federcaccia Lombardia in recent years to operate not with press releases as many do, but with legal interventions in many situations dangerous for Lombard hunters and beyond, using that tool of resorting to the Tar for too long left exclusively in animal rights.
Defense of the roccoli, the regional calendar, the wildlife plans, interventions, such as the last in chronological order against the municipality of Mantua for measures harmful to the rights of hunters and contrary to the rules, are just some examples of the "legal" activity of Federcaccia Lombardy. A commitment in which in the future will be given even more importance with the strengthening of the legal sector, to protect hunting through appeals to the TAR against public administrations; enhanced protection for the individual shareholder; legal assistance for criminal proceedings of general interest; a "legal office" available to the Provincial Sections; a preventive action through constant monitoring of the provisions of the Public Administration.
Also present at the Lombard assembly was the national president Gian Luca Dall'Olio, who after congratulating Cavallari on the presentation, also drawing inspiration from the metaphor of the "leap" with which this ended, underlined how this is the moment for to make, as Federation and as managers, a similar step that will restart the Federcaccia project of tomorrow, "I am pleased - said the president Dall'Olio - that Federcaccia Lombardia has moved in this direction of renewal and rationalization, taking advantage of that project the main guidelines, but also the opening towards an overall vision of hunting that goes beyond the organization of the Federation.
From the point of view of things to do, the only association that, in terms of history and size, can play the game of a renewal of Italian hunting for ideas, proposals and overall vision together with the others is Federcaccia. The rationalization of resources and structure is also a goal to be achieved not only for internal value, but to be able to put more energy and skills in favor of the entire system. We must, and this is not the first time that I have said this, increase the overall professionalism on which to engage the strength of volunteering, which alone and without a capable guide is no longer sufficient. Lombardy has made the choice of greater professionalism, but we cannot stop in this region. We have planned a reorganization assembly to lay the foundations for a Federcaccia that, putting together all its souls, is able to tackle environmental and hunting issues that give hunting a future, to give our children and grandchildren the hunt for tomorrow, which is not and can no longer be that of yesterday, but which must have the ability to respond to the environmental, social, cultural changes that occur and involve it. Hunting has always changed because it is a manifestation of human culture and culture has always evolved. It's up to us to work for tomorrow's hunt. It is up to us to commit ourselves to an environment where we can hunt with serenity, perhaps managed together with other acronyms that are not only those to which we have long been accustomed.
Because it is true that we must defend the calendars and we will do it, as we have always done unlike what we want to make those who have a short memory believe. But it is not in the calendars that we go hunting, but in the environment. And in both of them we must strive to obtain the best results. We must be pilots and main interpreters of hunting in Italy and we will be able to be so much more and much better by continuing on the path of scientific knowledge; conservative management plans; defense and recovery of the environment; of the actions necessary for the protection of species in a poor state of conservation, also through reintroduction processes.
This - concluded President Dall'Olio - is the way to go together and united for hunting and hunters ”. A space for interventions concluded the assembly, during which, also to "break" a work session, however demanding, some dog athletes were awarded for the results achieved in the Lombard partridge hunting championships: the individual champion Luca Realini and the team from Varese, first classified, made up of Luca Realini, Giovanni Bemetel, Mauro Casazza and Fulvio Mambelli. An appreciated interlude was also the performance of two chicks, who gave an example of a skill that is also a traditional art.
