The vote and the publication of the calendar relating to the hunting season 2016-2017 is still in stand-by in Piemonte, in the meantime, however, the local section of the Italian Federation of Hunting has decided to contact the Region directly. In particular, this question is used to understand what the council intends to do with regard to one of the most recent and controversial decisions. We are talking about the hunting ban imposed on three species, the ptarmigan, the variable hare and the lark. The measure was adopted last December and, according to the words published by Federcaccia Piemonte, has harmed the interests of about 25 thousand hunters. Specifically, such a ban may have gone beyond the powers that Italian laws and our Constitution attribute to the regions.
The association has stressed that it does not want to stand still and watch in case this doubt is confirmed, as even if there were no adequate corrective actions. Furthermore, Federcaccia is ready to discuss the issue to protect the rights and dignity of all Piedmontese hunters. What exactly happened four months ago? During the discussion of the Environmental Connected to the Finance Law two amendments to the text were presented in the Regional Council to prohibit the hunting of ptarmigan, skylark and variable hare throughout the territory.
The ptarmigan, moreover, was one of the species already examined in this sense, given that the Department of the Environment had thought of strengthening its protection, only to back down after the recourse of some hunting associations which had allowed the hunting of 110 specimens. The judgment of the sector was unanimous, such a ban was seen as a serious mistake: there has been a lot of talk of "method error", given that the exclusion of three species from hunting was established without any comparison with the same hunting associations.
The error was also defined "Of content" because the ban was not supported by analyzes and studies on the presence and consistency of species in the Piedmont area. Moreover, spring and post-breeding censuses for ptarmigan, black grouse and rock partridge they had already quantified with precision the size of the animals, making it clear the possibility of hunting or not. The associations have also asked for similar censuses for the variable hare, while for the lark it is necessary to put aside the sampling data that until now have been detected by the badges, given that this species is of interest only to a part of Piedmontese hunters.
