Federcaccia Toscana takes stock of the regional Hunting Territorial Areas, still open problems and possible solutions.
From the examination of the main management problems, the need emerges to ensure a framework of greater certainty: indispensable interventions on the legislation to clarify competences, responsibilities, financial resources. Federcaccia Toscana met on June 18, with the Presidents of the Provincial Sections, the representatives of the Association in the Committees of the Territorial Hunting Areas of the region, to take stock of the state of the art, on the problems open in the life of the ATCs, on the initiatives to be hired to urge the policy and the competent institutional bodies to finally give answers repeatedly requested and waited for too long. These are extremely topical issues, as Vice President Mauro Neri recalled when opening the meeting, decisive for the good operation of the ATC and for the objectives of management, essential for guaranteeing biodiversity, environmental balance, protection of agricultural production. In the debate, numerous and passionate interventions by executives engaged in the complex administration work of the Sectors, with the underlining of the hottest topics: financial resources, competences and responsibilities of the Committees, rules that guarantee more effectiveness and certainty in management, damage to agricultural crops as well as their prevention and compensation.
The General Secretary of the Province of Arezzo dr. Gabriele Chianucci, Dr. Paolo Banti and Dr. Sabrina Nuti of the Tuscany Region. Confirmed the requests and proposals for some time advanced by Federcaccia Toscana to the Region, urgent in particular as regards the competence and responsibility of the ATC in the compensation of damages, and to Parliament, for an adaptation of the legislation that favors, and does not hinder, as it happens now, a correct and balanced management of the fauna in the area.
“The management of the fauna to maintain balance and prevent damage to agriculture” was recalled by many “is supported exclusively with the resources deriving from the taxes paid by the hunters. Even now it is intended to allocate a part of the regional funds to other purposes, after the state has refused for years to transfer 50% of the national hunting proceeds, as the 2001 budget law had established. The damage is caused by the fauna that is the property of the State, so if you are not put in a position to operate an effective management that reduces them, it is the State in its various articulations that will have to prepare to suffer the consequences on the financial level, since farmers they have full right to be compensated and the hunters' money is no longer enough. "
The meeting ended with the commitment to accentuate the initiative at all levels to push politics to take responsibility for choices that can no longer be postponed: there will soon be new appointments, with the intention of presenting a broad front of all the management components, not only hunting, in support of these claims of general interest.
