The provincial Federcaccia of Brescia opened the last Cacciapensieri with the greeting from the newly elected President of Federcaccia Brescia Giacomo Lanzini"I extend my thanks to all the Hunters' Federations, the Presidents and the Group Councilors for their trust. I will try to best represent this Association of ours, our requests, our ideas and our way of being hunting citizens. Times continue to be difficult for our passion but for this very reason our commitment must be even greater, that of all those who hold responsibilities. I promised to meet each of the Presidents, together with the group Councillors, in your places, to better understand the needs, and to make the closeness of solidarity of the Association felt. It won't be possible immediately, but I believe it can be done in a few months. In the mandate program there are several ideas that we will implement more easily if we have your help, which I have no doubts about. In the meantime, we continue to deal with the issues of calendars, Ispra opinions, rings, swine fever and all the issues that every day brings with it. Aware that only a strong Federcaccia, and possibly united with others with the same needs, will be able to achieve positive results. "

This week too we have to talk about rings, since the phone calls and requests for clarification, as well as help with insertion into the database, are truly remarkable. Let's start with certain data, up to now. The database is mandatory, art. 26 paragraph 9 regional law, for owners of live decoys of all types, if used for hunting activities. The latest regional implementing resolution in chronological order, 2149 of 8 April 2024, establishes the deadline of 30 May for the first entry of data by holders, a deadline also aimed at counting the need for new regional labels.
How to act
The combined provisions of paragraph 2 of the art. 26 which states "the duralumin and steel signs will not be replaced" and the obligation of the database convinces us to act as follows:
Make the report by May 30th by entering the database, also through our Presidents or the headquarters with a signed delegation, without obviously waiting for the last few days;
Report the entire heritage of live decoys distinguished between breeding and capture;
The printed number of the captured birds must be recorded, which is made up of the Province abbreviation, species abbreviation and 6 alphanumeric numbers, for example BST002323.
Of the farmed birds, only the total number divided by species should be written;
Finally, the number of needs for new signs should be highlighted, which at the moment should exclusively concern the replacement of aluminum ones.
New markings
The database can then always be modified and implemented, and in any case the previously recorded data must be confirmed or modified by March 31st of each year. Naturally, the deadline of May 30th this year has an extraordinary value for starting up the Bank and for evaluating the need for new labels, with the hope that this acceleration will then be truly useful to put us in a position to have the labels to be affixed to the recalls within the deadlines useful for the next hunting season. Does everything seem clear to us? Absolutely not. We have asked, through the Regional Federcaccia, a set of questions regarding the new chicks that will be born, physically removing the ring or limiting ourselves to adding the new one and much more. We confidently await the Regional Offices to answer these questions and to remove our doubts so that we can continue to provide the most certain information possible to our members. We are now learning of the ISPRA opinion on the hypothesis of the 2024 Regional Hunting Calendar. The first reading confirms a still heavily reductive vision of the times compared to the Regional hypothesis, and of several reduction hypotheses also on certain species. We will talk about it extensively in the next newsletters, after having made an assessment of its merits and also of a legal nature (source: FIDC Brescia).
