The Lombardy Region with the Law of 16 August 1993 n ° 26 siem, in Article 51 paragraph 5 verbatim quotes:
An administrative sanction ranging from 400,000 to 1.200.000 lire is applied to those who voluntarily disturb the hunting exercise, also by making use of tools designed to remove the game; if the disturbing activity is committed by voluntary surveillance agents referred to in paragraph 5 of Article 48, the penalty is doubled.
Several years ago Monguzzi, a well-known “anti-hunting” Green Councilor, was reported and sanctioned by the provincial guards of Milan, for disturbing some hunters who were hunting.
Therefore I do not think that the law that the Liguria Region is about to pass is unconstitutional.
