A very hot topic, in some ways burning, but certainly important for the Italian Hunting World. The project still under development on the only Hunting Association apparently is taking shape even if, in my personal opinion, it started with a single and primary objective ... that of the only compulsory insurance coverage. If we start from the concept that the hunter needs less expensive insurance, because the logic would suggest that the Confederation of several subjects with a large number of members implies a stronger bargaining power in front of a Company with more acceptable costs, the incipit of the new hunting figure that is emerging is already a lame part. Nor does the excuse, cited several times in the past, of the desire to end the war of cards and related covers that often forces hunters to choose what "covers more risks and costs less", as from personal and direct experience, does not hold up. , as a manager of a local club, I have seen firsthand how the shareholders do not care in the least about which mandatory guarantees provided by law the policy they sign offers, but only and exclusively ask for information on ancillary coverage.
A new Entity should have the duty, or above all the obligation, to think about the contents, about overcoming all the problems that a merger of this magnitude entails, about the conditions of participation common to all the stakeholders rather than starting from the bottom of the project. I can also understand that the above is the most complex part of the project, there is a lot at stake for each individual participant: their history, their representativeness, the possible "scrapping" of some manager and so on ...
With my friend Marco Castellani on the occasion of the numerous meetings that took place within Face Italia, we have repeatedly dealt with the discourse, albeit in a very light way, of the only Hunting Association and every time I replied that, personally, the solution is more at your fingertips than you think. The striking example of what I have been affirming for some time are the results obtained in recent times, where the collaboration born precisely between the respective Technical Offices of two Associations, FIdC and ANLC, produced a memorial presented to the Lazio TAR which dismantled and slapped the Environmentalist World, thus facilitating the preparation of a historic and lapidary sentence.
Why do I claim that the solution is within reach? Simply because it would be enough to transport what is excellent at a national level with Face Italia and structure it locally, with the birth of FACE Regionali (the recent example of Piedmont is the first trace !!!). Enough with the regional or provincial councils made up of 5/6 or more hunting associations; enough with all those documents presented which, although different, in the end say the same things; enough with the disreputable sometimes depressing figures that the hunting world is too often forced to do in front of Councilors and public managers.
Let's think for a moment: if at the local level on the occasion of the summons to meetings in the Palaces, instead of an x number of people with each one truth in their pocket and different solutions, a Delegation with a single shared document and with a single initials of their own identities and their own history), in your opinion would not better results be achieved? The role of Face Italia would therefore become the only subject to talk about hunting both nationally and locally: the Unica Hunting Association was born !!!
The task of Face Italia at a national level, in addition to the obvious and obvious one of countering the Italian problems of hunting, will be the even more fundamental one of producing the documentation for each individual Region on the occasion of the drafting of the hunting calendars. The indications that will come from the heart of Face, who obviously will take into account all local traditions and regional regulations, will not be negotiable and that is there will no longer be those ridiculous and disruptive wars between hunting associations for two more days of hunting for a species. or, even worse, due to the more or less political will to incorporate incorrect indications that would entail appeals to the Regional Administrative Courts, with the danger of suspension or cancellation of the calendars themselves.
An organization of this type would bring further benefits because, we must tell each other friends and we all know, the war of the cards is not done on the living cost of the same, but is carried out with very different means: Pheasants, Hares, Boars, Sectors, Districts, ZRC etc ... Let's imagine that from tomorrow the ZRC, a real resource for sedentary hunting, were managed by all the local associations under the pseudonym of Face and not by a single subject, let's imagine that in the ATC instead of finding place 5/6 people with different needs were seated 2/3 bearers of a single interest, let's imagine .......
The examples of how hunting and its management could be different could be many, as well as the benefits of image and results for the Hunting World. Of course, a process like this is not done in two days, but it requires time and precise agreements and probably also some bitter tears, but for myself this is the easiest road to follow as, at least in part, it is traced.
I conclude by removing a pebble that has bored me for too long, starting by saying that a part of the truth about what I read is sacrosanct truth. More and more often the Hunting Associations are blamed on the choices that the Regions make regarding the drafting of the Hunting Calendars and with the consequent appeals to the TARs that prevent the regular running of the hunting season.
Well, if as I have already admitted that there is a fund of truth, it is good to make a clarification: the Hunting World proposes solutions or gives indications to the Assessors, who may or may not accept what is requested: the Politics writes the Calendars Venators and not the Associations !!!
Until now I have never seen or heard someone asking for the closing of the hunting season to be brought forward, just as I have never heard that this or that had demanded the elimination of some huntable species or the reduction of the maximum time frame. . If these measures have been there, the real and only culprit is to be found in the Politics and its representatives, Politics which has the task of writing the Hunting Calendars, drawing up the Faunal Plans, carrying out the VAS and everything that is necessary for hunting to take place. carried out on a regular basis.
The project of the only Hunting Association with these little reflections of mine I hope will take a faster course because after almost 5 years of collaborative experience in Face Italia, I have seen how much the comparison and the continuous exchange of information can lead to concrete results and, especially the phrase Divide and Impera is more truthful than ever.
