The observations of the National Free Hunting Association of Umbria on the question of the ZRC of Colfiorito di Foligno (PG).
After the controversy triggered by the Institution of the Restocking and Capture Area of Colfiorito and the consequent recourse to the TAR of Umbria by our Association, pushed to this action to protect the owners and agricultural conductors and the local hunting world opposed to the table of a vast area of Foligno with “non-participatory and arrogant” systems by ATC Perugia 2, we discover that the first and only “management” interventions carried out in the ZAC are essentially aimed at the selective collection, coincidentally, of the wild boar species.
Without knowing the actual and real number of any claims for compensation for damage to agricultural production and the "abundant" size of the population of the aforementioned species such as to induce the Province of Perugia, at the urgent request of ATC Perugia 2, to authorize its containment , we discover that the systems provided for by the Executive Determination (shot with only 1 dog and a maximum of 6 authorized hunters) are easily circumvented by transforming the interventions into real hunts, not allowed (except in rare and justified cases) within Public Institutes .
Without diminishing the need for such interventions to protect agricultural production (as long as they are carried out in the face of real and ascertained damage) that involve local hunters and, above all, the owners and conductors of the funds affected by the phenomenon, we wonder with what criteria it was composed and forwarded to the Province the list of 33 "entitled" to selective sampling, noting with surprise that the name of the current President of ATC Perugia 28 also appeared in the list of those chosen on 2 August, then replaced "appropriately" by another name with subsequent Determination of 13 September 2012.
We would not like to witness the usual and abused phenomenon of "patronage" of the wild boar species in Public Institutes, organized for the enjoyment of managers, friends and acquaintances of friends, especially in a ZRC of fresh and "compulsory tables" that we do not yet know for what it will be useful, given the low productivity of many Zones of much older institutions and all, moreover, not funded since 2011.
We therefore ask the Province of Perugia for a more careful check on these pseudo-hunting systems, on their development, on the simplistic and scarcely participated bureaucratic practice of the requests forwarded to the Public Administration and on the list of names to be authorized at the sole discretion of the ATC.
We conclude by anticipating that the next initiative of our Association will concern the Final Account 2011 recently approved by a "narrow majority" and with plenty of time expired by the Management Committee of ATC Perugia 2 (27 September 2012), asking the President of the Provincial Council of Perugia an urgent meeting to verify whether any violations of an administrative and procedural nature have been committed, in accordance with current regulations.
The declarations of the President of ATC Perugia 2 (recorded) cannot go unnoticed who, in light of the negative opinion expressed on the Final Budget by the Board of Auditors, however proposed to approve it (textual) "beyond the opinion of the Board , in consideration of the fact that the MANAGEMENT COMMITTEE IS SOVEREIGN and can decide on the matter ”, breaking through 8 of the 15 Directors present, who will eventually assume responsibility for the“ painful ”decision taken.
It should be noted (and the Province of Perugia is perfectly aware of this too), that during the subsequent meeting of the Management Committee (6 November 2012) the President of ATC Perugia 2 "autonomously" included in the agenda the shameful and provocative proposal to "replace the Board of Auditors", guilty (there is no other reading to be given to the purge appeal put to the vote)) of not having complied with the wishes of the SOVEREIGN President. The attempt failed due to lack of the necessary votes and perhaps because this time the dignity and intellectual autonomy prevailed in many of the Councilors present.
We remind those in charge that in the Regional Regulation 19/95, amended with subsequent Act 6/2008, art. 7 gives the power to the Province to declare the forfeiture of the members of the ATC Management Committee for "serious and repeated non-fulfillment or irregularities in the performance of the tasks related to the assignment", but it always seems that "those in charge" have forgotten.
