Yesterday, Thursday 8 December 2011, the Fidc Campania with its official communication sent its observations and proposals regarding the Regional Hunting Wildlife Plan to the Hunting Office of the Campania Region.
The document sent to the Campania Region is the summary of the work of the Presidents of the Fidc Provincial Sections which, within the Presidency Council, allowed the collection of the observations of the managers and hunters.
The President of Fidc Campania, Felice Buglione, commented, "We continue to be on the facts and things that affect hunting in Campania and which, above all, become relevant for the exercise of the same by Fidc members and hunters from Campania in general ".
Bouillon then continues, "These observations represent points of reflection and openness to a "technical" dialogue with the relevant institutional bodies in order to guarantee and protect the rights and duties of Campania hunters and, above all, to allow planning and management of hunting activities in Campania in compliance with European, national and regional rules and regulations ".
In detail, the observations and proposals are as follows:
- In point 2.6 "faunal aspects", p. 45 of the text, penultimate paragraph: "The following species are huntable in Campania pursuant to art. 16 of the Regional Law n. 8/96, as amended by LR n. 15 of 26/07/2002 "- Eliminate the species: Virginia Colino - Fighter - Black-tailed Godwit - Jackdaw - Pasera d'Italia - Sparrow - Sparrow Oltremontana.
- In the next paragraph: "it will be noted that ....... Article 16 corrected" - It must be completely eliminated and replaced by the following: "To the species listed in the aforementioned list, the Rock Partridge (alectoris graeca) must be added as a species that in the 50s and 80s populated large mountainous areas of our region and which is still present, albeit in a few small herds, on the Matese mountains and in other areas of the Cilento Park.
- At point 2.9 on p. 54 paragraph 2 "The list of species ... .. as a species to be entered" should be deleted.
- On page 56, where we talk about "European hare" and "distribution" - It is necessary to change as follows: the European hare is still considered an allochthonous species in Campania, although continuous and massive entries repeated in the 70s / 80s and thereafter have meant that it supplanted and completely replaced the Italic hare, as such. Therefore, to speak still today of the presence of autochthonous and non-hybrid Italian hare in the Campania region is only a very difficult hypothesis to prove. It is preferable to recognize and become aware that the European hare "lepus communis" has in fact now supplanted the Italic species, occupying those areas that the latter preferred.
- On page 61, after species "Rock partridge", insert species "red partridge" (alectoris rufa). The red partridge, a particularly rustic species of great hunting interest, is capable of taking root and reproducing copiously in the most diverse sites and environments of our territory. It cannot be defined as an "allochthonous" species, having been present in the past in the mountainous areas bordering Molise and Basilicata, from where it has also spread to our territories.
- On page 88, after the species “Rock Partridge”, add “Red Partridge”.
- In point 7.3, “public production centers….”, P. 131 - after the rock partridge species add to the list: "red partridge" (alectoris rufa) and "quail" (coturnix coturnix).
- At point 7.4, “Private production centers… ..” pag. 132 - after the rock partridge species add to the list: "red partridge" (alectoris rufa) and "quail" (coturnix coturnix).
- In point 7.5, p. 133, “Zones and relative training periods ……” - delete paragraph 4 (the activities planned… .. on Natura 2000 sites).
- Chapter 3, "Methods and guidelines followed": in point 3.1, and precisely in the 5th paragraph, we believe that the number of hunters eligible in each ATC it does not derive from the multiplication of the hunting density index by the area subject to planned management, but rather by dividing the density index by the TASP (Agro - Silvo - Pastoral Territory);
- Chapter 6.4, "Hunting density ”: The hunting density index 0,0526, established by Article 14 paragraph 7 of Law 157/92 and disclosed by the Ministry of Agriculture and Forestry, is the minimum and not the maximum as indicated in this PFVR specification
- Chapter 7.2, "Restocking and Capture Zones": Given that the Regional Law 8/96 art. 12 paragraphs 3 and 7 indicates that these areas have a duration of 5 years, we do not consider it necessary that they are bound to the duration of the plan.
- Chapter 7.6: Obviously insert among the species that can be used for such events the Rock Partridge and the “Red Partridge"(Alectoris rufa).
- Chapter 9.4, "Addresses for the Hunting Calendar": as already highlighted by a note from Ispra, hunting is allowed in the decade of overlapping both as regards the pre-nuptial period and the migratory period, therefore it follows that the considerations expressed in the last specifications and precisely in points 1 - 2 and 5 have no scientific relevance and point 7 should be eliminated because it is repetitive as previously stated, but a control methodology should be highlighted for the on said predators as a species in sharp increase.
