Requests to the ministry
Signed by Bizzotto, Testor, Tosato, Bergesio, Spelgatti, Dreosto, Romeo, the League has presented to the Minister of the Environment and Energy Security an interrogation on wolf protection status which will be discussed today in the Senate, asking in particular to know the ways and times with which the Minister wishes to proceed with the implementation of the amendment to the “Habitat” directive, once approved at European level, adapting the national legislation referred to it.

Given that:
On 6 December 2024, the Standing Committee of the Bern Convention on the Conservation of European Wildlife and Natural Habitats adopted the European Union proposal to amend the protection status of the wolf (Canis lupus) by moving the species from Annex IV of the Convention, relating to “strictly protected” fauna species, to Annex V, “protected” fauna species;
On 8 May, the European Parliament approved this proposal, aligning the protection status of wolves with the Bern Convention, allowing Member States to have greater flexibility in managing wolf populations, in order to improve coexistence with humans and minimise the impact of the growing presence of wolves in Europe;
in recent decades the wolf population has grown significantly and is still expanding today; the wolf population in Italy, as certified by ISPRA 2023 data, has increased from a few hundred specimens to over 3.300 specimens in recent decades, making Italy the country in the European Union with the most wolves;
the conservation and repopulation of the wolf represented in the past an important step for the maintenance of biodiversity in a phase in which the species was actually threatened; however today it is urgent and a priority to adopt adequate management measures that guarantee the safety of man and that protect productive activities, in particular livestock activities, heavily threatened and damaged by the raids of wolves that cause real massacres of livestock.
Population safety
The Lega Salvini Premier Group has always been committed, at European and national level, to the modification of the “Habitat” directive and the downgrading of the wolf’s protection status, in order to guarantee a balanced management of the wolf and to protect, first and foremost, the safety of the population and of production and tourism activities in the mountains;
thanks to an amendment by the League, recently approved, to the Chamber of Deputies Act no. 2126 on the provisions for the recognition and promotion of mountain areas, it will be possible, once the downgrading process at European level has been completed, to automatically adapt this measure at national level,
we ask to know how and with what timing the Minister in question intends to proceed with the implementation of the amendment to the “Habitat” directive, once approved at European level, adapting the national legislation relating to it, in line with the amendment approved by the Chamber to the bill containing “provisions for the recognition and promotion of mountain areas”, delegating the management of the wolf to the Regions and autonomous Provinces with the consequent and necessary containment plans.
