Federcaccia Piedmont and other Hunting Associations expressly request the Hunting Department to suspend the approval of the new ones Boar guidelines currently under definition. Below is the text of the letter sent to the Councilor for Agriculture, Hunting and Fishing and toHunting Office of the Piedmont Region.
Dear Councilor Marcus Protopapa,
We are writing to you about the "Guidelines for hunting management and boar containment activities in the Piedmont Region", sent to some hunting associations (but ... not all!), And for which by Monday September 13th they should send you their written considerations, or any changes to that specific document. Beyond its content, that does not convince us at all, the undersigned Hunting Associations complain about the modalities chosen by the Department to deal with such a delicate topic, and that they have seen the Region proceed without having any direct comparison with the categories that they are directly concerned with the serious boar problem (which has now become a real national emergency), but which then must also be those who will be called to intervene for the resolution of the same!
This, and believe us if we emphasize that ours is a reasoned and not at all emotional stance, frankly it is no longer acceptable, also because we are asked to collaborate with your offices by offering suggestions and advice which, as recent history teaches, are then regularly ignored and quashed. We have fought for years to protect hunting and defend the rights of Piedmontese hunters, taking to the streets and making our voices heard, but now we seem to have gone back in time, with an administration that proposes the same system that we have fought. Such a delicate subject, on the other hand, requires a much longer period of time than the five or six days that we have been granted to suggest corrections to the document, also because, believe us, this should be completely rethought and rewritten!
That's why we think these "Guidelines" should be postponed until next year, so that all stakeholders (farmers, hunters and not only them) can express themselves clearly, and without having to make hasty considerations which could harm the future successful management of the wild boar problem. Furthermore, and this is by no means a secondary element, the imminent opening of the hunting season would be in crisis if such inorganic and imperfect Guidelines. In conclusion, the signatory Associations of this document expressly ask the Hunting Department to suspend the approval of the Boar Guidelines, at least until a serious discussion with the interested parties can be had. Last, and certainly not least, we urge the Councilor a modify the 2021-22 Hunting Calendar as soon as possible, repealing the second paragraph of Article 1.1 letter q of Annex A (below), no longer compliant with the Guidelines (both those in force and those proposed by you), and therefore easily challengeable:
- from 1st to 31st January with numerical-selective sampling, also with the help of dogs and subdivision of the ATC and CA territory into sectors assigned to individual teams of hunters, according to the specific provisions established by the Regional Council:
The hunting institutes (ATC, CA, Afv, Aatv) deliberate the numerical-selective plans for wild boar and the territorial subdivision into sectors - for the period between 1 and 31 January - and communicate them to the Infrastructure, Rural Territory, Natural Disasters in Agriculture, Hunting and Fishing Sector; the same "Sector", after verifying consistency with the provisions of the Region, approves them. With the start of hunting, the pressure exerted by hunters on the wild boar species, if not interrupted by any worsening of the pandemic from Covid-19, will allow a significant reduction in the number of animals in the Piedmont area, and most likely in these three months of hunting you will have the time necessary to study the Guidelines in depth, starting from 1 January with the new legislation and selection hunting.
