In the Italian hunting scene, Tuscany has always been considered a virtuous region: the long and deep hunting tradition has been interwoven with food, clothing, art, the mentality of a people and their land. As happens in many European countries, in Tuscany hunting is considered a resource, and not a practice to be hidden or opposed. From my first license I had the opportunity to hunt in Tuscany, despite being a resident of Piedmont, thanks to the virtuous institute of the “Mobilità Venatoria”. It is a modality that allows non-Tuscan hunters and hunters not enrolled in the ATC of Tuscany, to take advantage of twenty days of hunting, migratory and hunted wild boar, paying a contribution to the Region via postal order and a refund of 20 euros to the host team (which is obliged to pay this sum for each hunter hosted). Those who, like me, wanted to ensure the possibility of not refusing an invitation, even if only occasional, by some Tuscan team, could easily register on the site, pay the bulletin (whose figure ranged from 25 to 35 euros up to the year last) and communicate your booking code to the Region via SMS on the day of the service. Easy, immediate, and at a low cost. An optimal opportunity for everyone: first of all for the many Italian hunters who over the years have been able to take advantage of this opportunity. Then for the teams, which can host friends within a completely "regular" practice. Last but not least for the Region itself, taking into account the economic activities linked to hunting tourism (farmhouses, restaurants, local products, etc.).
From this year the virtuous circle mentioned above is likely to suffer a drastic setback. The reason is as simple as it is disconcerting: as per Resolution no. 842 of 30.08.2016 the quota established for hunters outside the region to access the Hunting Mobility has gone from 35 to 150 euros. How many of us will run to pay the bulletin with the hope of even participating in a banishment next season? Who has 150 euros too much to invest in the Tuscan “dream” as well as in the ever-increasing taxes of their own territory of residence?
Those who manage to take advantage of almost all the days allowed in a season will probably make an effort to make up for this last, exceptional increase. But who, like me, did not hunt in free territory in Tuscany more than two or three times a year, perhaps will think about it before shelling out such a sum. I have already thought about it, and I have decided that for this year I will not require the Hunting Mobility.
My "hunter code" will remain there, in the drawer, dreaming with me of the Tuscany that was once: a lost Paradise for hunters.
Isn't it convenient at this point to pay the ATC which costs 100 euros and always hunt in the same place, or rather in the same ATC and neighboring as a resident?
