The national law 157/92 defines the planning destined to the programmed hunt and therefore sanctions both the Regional and the Provincial activities.
These administrations are responsible for wildlife and hunting planning with an orientation function assigned to the National Institute of Wild Fauna (INFS). This activity takes the form of the protection of species through their monitoring and the identification of correct sampling plans.
The legislation divides the national territory into percentage shares:
From 20 to 30% intended for the total protection of fauna.
Up to a maximum of 15% intended for private hunting establishments where, among other things, protection activities are exercised for some species.
The residual portion destined for the planned management of the hunting activity.
ACTIVITIES OF THE REGIONS
In this context, the Regions define the criteria and guidelines and the Provincial Administrations provide for the drafting of detailed plans.
Each wildlife plan defined by the Regions has a duration of 5 years and defines:
Type of use of the agro-forestry-pastoral territory for each Province, dictating the maximum area intended for the protection of fauna
Coordination criteria of the wildlife plans drawn up by the individual provinces.
Guidelines for the Institutes of Protection Oases, Restocking and Capture Areas and Public Wildlife Reproduction Centers.
Territories determination criteria destined to hunting farms, hunting farms and private centers for the reproduction of wildlife.
The guidelines of compensation for farmers and the damage caused to their economic activities, for the protection and restoration of habitats and for the increase of fauna.
The identification of species belonging to the sedentary fauna in need of particular protection.
The intervention guidelines for the rebalancing of faunal imbalances.
The criteria for delimitation and management of territorial hunting areas and alpine areas.
The criteria for identifying areas where hunting is prohibited (Article 13 paragraph 3) until we reached the specific percentage share.
The guidelines governing hunting in areas a specific regulation (SPA).
ACTIVITIES OF THE PROVINCES
In compliance with the criteria dictated by the Regional Wildlife Hunting Plans, the provincial administrations shall issue the Provincial Wildlife Hunting Plans, which also have the duration of 5 years.
In them the Provinces define:
The Protection Oases.
The Restocking and Capture Areas.
Public reproduction centers for wild fauna.
Private wildlife breeding centers in the wild.
The zones for the training, training and competitions of dogs regulating their activity in terms of surfaces and periods.
Habitat improvement plans.
Wildlife placing activities.
The criteria for the compensation of damaged agricultural activities.
Incentives for owners or tenants of agricultural land who work for the restoration and protection of habitats.
The areas where it is possible to assign the permits for the realization of fixed positions.
