During Lombardy Region Council of 19 May the following amendments were accepted. NEXT Tuesday WE WILL PROCEED TO THE FINAL VOTE ON THE TEXT.
1) The dates of the selection hunting: after consulting Ispra the periods may be
a) chamois, deer and mouflon: from 1st August to 31st December;
b) roe deer: from 1st June until the second Sunday of December in the Alps area; from 1 June to 30 September and from 1 January to 15 March outside the Alps area;
c) wild boar: all year round
The only drawback, the failure to predict the fallow deer.
2) It is possible to hunt wild boar even at night, subject to the opinion of ISPRA, with the use of night vision tools.
3) woodcock hunting is scheduled in January on Saturdays and Sundays in the ATCs.
4) upon regional resolution, the possibility for ATC and CAC to admit 5% more hunters than the density limits for collective boar hunting. These "seasonal guests" do not acquire the right of membership.
5) The obligation to wear a high visibility bib jacket is introduced and dorsal and headgear for wandering hunting for sedentary fauna and for selection hunting, as well as for hunted. Certainly the norm in the sense of hunting safety and it is more and more common practice among the hunters themselves. We don't really like the wording "jacket": it would have been much more correct to insert "garment or accessory with high visibility bands", making it explicit that the important thing is visibility, and not the type of garment;
6) The concept of “pre-existing fixed posting” is clarified;
7) Even hunters from fixed stalking will be able to take advantage of the days of roaming migratory hunt starting from 1 October and no longer from the third Sunday in October;
8) In the event of the death of the owner of the permanent posting, the authorization may take place within two years of death and during the same period the posting may not be demolished. This also in case of impossibility to renew on expiry due to force majeure;
9) the obligation to uniforms with high visibility bib and back and headgear with the same characteristics for the voluntary hunting guards, except for the anti-poaching operations coordinated by the Provincial Police and the Forestry.
On the other hand, the reform of the registration fees to the ATC and CAC did not pass. The proposal was to limit the basic ATC and CAC entry fee to the exercise only hunting from temporary stalking to migratory: in this way the committees could, if they thought so, could thus provide supplementary contributions to carry out also the other wandering hunting specializations. Specialization would have disappeared "Wandering hunt for migratory game only" as a basic specialization required by law, which would have allowed for better planning and management by the ATCs and CACs, as well as reconciling the rifts between hunters. Of course without being wizards; I already foresee appeals to the TAR!
For some requests, some well-known councilors of the Lombardy Region, prepare to receive yet another beating on the teeth!
