Hunt in Abruzzo: the commissioner Febbo against his "detractors" expresses his intention to contact the prosecutor; the WWF replies, “go there, don't intimidate us”.
For the councilor for hunting Mauro Febbo the intent of the director of Rifondazione Maurizio Acerbo, of WWF and of animal rights activists is "evident". It would be to "exploit any act coming from the Department of Agriculture and Hunting". Febbo suspects that there is "a single control room, through acts or press releases that often give false, incorrect or unfounded information".
At this point the competent offices are evaluating the possibility of a possible report to the Public Prosecutor's Office. "This is an extreme solution", admits the commissioner, "contrary to my vision of politics and administrative activity, but which could prove necessary to re-establish the truth and a correct vision of the facts". For the councilor for hunting, however, we cannot go on like this for much longer: "Acerbo, supported by WWF and animal rights activists, continues in his work of mystifying the facts by representing absolutely false situations to the press, which are clearly contradicted by laws. and existing regulations ".
The commissioner explains that the general guidelines for the management of the wild boar, deer and roe deer populations approved by resolution of GR n. 605 of 1/9/2011, "as is also clear from the title, they do not constitute a regulation, therefore they must not be subjected to scrutiny by the Regional Council".
"Therefore, since these are addresses", Febbo goes on, "the competent body for their adoption was and is the Regional Council, so there is no problem relating to compliance with Article 13 of the Statute, as Acerbo's complaint (the WWF and the animal rights activists), creating an unjustified alarmism about the legitimacy of the work of the regional council and myself ".
The commissioner also points out that the 'addresses' concern the management of ungulates “and not just sampling. The management activity, which mainly consists in the detection of the population distribution and in the censuses, of course, must be carried out on homogeneous territories where the species lives, because wild animals do not know administrative boundaries: joint action is therefore necessary of the Region, Provinces and Bodies managing the protected areas, as the Addresses clearly provide ".
The fact that the conservation of the species takes place within the protected areas, where hunting is prohibited, while hunting can be exercised outside is already established by the legislation in force, the commissioner emphasizes. In relation to the alleged reintroduction and repopulation of the wild boar species that would be "implied" in the Addresses, "also in this case it is the same LR 10/04 which excludes this possibility, as Acerbo himself recalls".
Febbo wants to know that when the councilor Acerbo, the WWF and the animal rights activists argues that the hunt will also be open to deer and roe deer and will be entrusted to the Provinces to authorize the entry of hunters into protected areas "he does so because he has absolutely not understood the matter or because it deliberately manipulates the facts? ". "I am also amazed at how Acerbo and the other subscribers of the request to the President of the College of Statutory Guarantees are not aware of the most elementary notions of hierarchy of sources", Febbo goes on, "and believe that addresses can modify national legislation and existing regional, when the same Addresses have instead been adopted in compliance with and in compliance with current legislation ".
“Let Febbo go to the Prosecutor's Office”, replies the WWF, “but also the sentences of the TAR Abruzzo and the Constitutional Court which in recent years have soundly rejected the hunting management of the councilor, the regional council and the region. This will make it easier for the judge to get an idea of the state of hunting in Abruzzo ”.
The WWF warns: "we are not intimidated by such statements" and asks if Governor Chiodi and the other members of the council share the tone, content and methods of comparison used by councilor Febbo in his note.
"It is clear", the environmentalists continue, "the attempt to throw it" into a fight "to make people lose sight of the real contents of the Regional Council Resolution that the commissioner is unable to publicly claim. Febbo argues, among other things, that the management activity promoted by him would consist mainly of "the survey of population distribution and censuses". Since the words written in the official documents are often clearer than the words dictated to the newspapers even by authoritative representatives of the institutions, we think it is useful to propose a simple extract of the provision from which it is clear that Febbo wants to shoot deer and roe deer also in the areas protected with simple authorization of the provinces, all by 31/12/2013. For heaven's sake, always after the censuses… The WWF will oppose this slaughter ”.

Art.3
The hunting of ungulates can only be carried out in the following ways:
- Wild boar: in collective form, hunted and turned, in individual form with selective techniques or with other forms;
-Cervids: exclusively in individual form with selective techniques, such as looking and appearance, without the use of dogs, with the exclusion of any form of joke or hunted. The use of track dogs is allowed only for the recovery of injured items. For this purpose, the dogs used must be in possession of a specific qualification issued by the Italian National Dog-loving Body - ENCI - and the handler must be in possession of the requisites referred to in the following art. 5 paragraph 1 letter. f).
Art.6 paragraphs 3 and 4
3. The Provinces adopt Annual Collection Plans for each of the deer species.
4. The Annual Withdrawal Plans must contain:
a) the data of the annual census;
b) the identification of the "withdrawal areas";
c) the number of animals to be collected, divided by species, sex and age classes;
d) an indication of the withdrawal methods and times defined in accordance with the ISPRA guidelines and current legislation;
e) the methods of drafting the final report on the results of the withdrawals, indicating: the number of animals culled broken down by age and sex, the comparison with the authorized Annual Withdrawal Plan, the biometric data of the culled animals and the health status of the population.
Art 7
(Weapons to be used for the selective sampling of deer) The selective sampling of cervids can be carried out using only manual single loading rifled-bore guns, equipped with a sighting telescope.
Art.18 paragraph 4
Single hunters can operate under normal hunting activities in the territories expressly provided for by the Provinces; moreover, with the specific authorization of the Provinces, they can be used for numerical control interventions of the species outside the hunting period also in areas forbidden to hunting such as Faunal Institutes, Natural Parks and the like, in compliance with the ISPRA guidelines.
Art 21
(Final rules)
1. The Provinces prepare or adapt their hunting regulations to these guidelines by 31.12.2013.
