The patent of the TUTIUS safety device for portable firearms or pneumatic long-barreled guns was officially presented on Saturday 9 February in Leinì, in the province of Turin. The invention, the work of the inventor Paolo Anglisani, registered in Turin on 06.11.2012, has the objective of considerably reducing the risk of accidents resulting from the involuntary explosion of the shot from the weapon.
The inventor Anglisani explained, "Very often real tragedies occur due to sudden shocks of the weapon inadvertently left loaded, for example during hunting trips: it may happen that the hunter forgets to unload the weapon while crossing a ditch or stumbles on a bush with the loaded weapon or is suddenly run over by his dog always with the loaded weapon, in these cases a slight inattention can be fatal, the chances that the blow will go off and injure those next to you are very high ".
"The application of the Tutius device on the weapon will reduce the risk of similar tragic events by more than 70%. The device works in this way: the weapon consists of the classic firing mechanism including the trigger and a handle that must be grasped with the other hand and which has a movable part to which a selective locking mechanism of the mechanism is kinematically connected. of shot. Representatives of all hunting associations of the Piedmont Region and various representatives of the gun production were present at the presentation event, who welcomed the invention with great favor, estimating that it will be able to reduce hunting accidents by as much as 90%. Among the speakers there was also the lawyer. Adele Morelli, who spoke on the issue of legislation on gun safety. "Hunting activity, as it consists in the use of an instrument that is by its nature capable of offending such as a firearm, is by definition a dangerous activity, therefore it is subject to the principle of presumption of responsibility on the part of the subject who practices it, with the consequent obligation of the latter to adopt qualified diligence in its conduct"Explains the lawyer, highlighting that" the possibility of being exempt from criminal liability in the event of hunting accidents is close to zero, therefore inventions of this type are welcome, aimed at limiting the risks of misfortunes and therefore also guaranteeing greater conditions of protection in favor of hunters and the hope is that gun production will take this into account for products of immediate and future manufacture ".
During the intervention, Avv. Morelli reviewed the hypotheses of criminal offenses in which there is a risk of incurring in the event of misuse of the weapon, also due to trivial oversight or minimal distraction, that is: culpable injury, manslaughter and failure to keep the weapon in the case of itself if they take possession of minors, incapable, impervious to the handling. The lawyer then indicated the requirements that must be strictly followed to avoid hunting accidents, which can be traced back to three main categories: weapon maintenance, weapon handling and firing.
