We read in the letter from Avv. Enzo Bosio, CRCA coordinator, "The lack of certain rules and the excessive attention paid to the variegated archipelago of animal rights and eco-extremist movements, promoters of crusades that have distinguished themselves above all for the poverty of legal and ecological culture and above all of truth, are putting the hunting world is in crisis on the one hand and the gunsmith business world on the other ".
Bosio recalls how much both large and small companies in the sector have raised the name of our country in the world, and how the people of hunters who have been able to adapt to changing times and society that have increasingly preferred urbanization unlimited and has abandoned the woodlands to themselves; nevertheless the hunt is continually opposed and opposed.
In the letter there is no lack of references to environmentalists' extremism: "It is undisputed that in a democratically organized society, they have the right to have a non-univocal position on hunting and consequently it is natural that hunting can be subjected to critical evaluations, even of dissent. However, it is not acceptable that the intolerance and fanaticism of eco-extremists and pseudo-environmentalists have created a real ideological contrast, making dialogue on such an important issue as the environmental one almost impossible. If it is true that it would be foolish not to acknowledge the many merits acquired to authentic environmentalists, it is equally true that the damage caused by a certain type of lounge and metropolitan culture, to which the rupture of the relationship between city and countryside, cannot be underestimated. and between urban and peasant civilization, damages which, moreover, are still all to be measured and paid, even socially ".
Bosio also invites the Parliament to "rewrite some articles of the framework law on hunting, the 157/92, starting a serious discussion with the interested categories on the basis of the text previously prepared by Senator Orsi".
The letter also underlines the obsolescence and inadequacy of the law on protected areas, 394/91 as it is based on the sole premise that environmental protection is achieved by dint of prohibitions thus penalizing in addition to hunters all those who live and work on the territory.
Furthermore, with reference to the recent Decree on weapons no.26 of 2010 October 204, which entered into force on 1 July last, which provides for a whole series of regulations and decrees to be soon adopted, Bosio expresses his concerns "great anticipation and equal concern for that which will regulate the procedures for ascertaining the psychophysical requirements necessary for the acquisition of any license to carry and hold weapons that will be adopted by the Ministry of Health in agreement with the Ministry of the Interior. We do not want the old proposals that envisaged a commission of three doctors, including a psychiatrist, to replace the ASL doctor, to be resurrected. The bill signed by the Hon. Catanoso for the abolition of article 842 of the civil code, which allows access to private funds as long as there is no damage to crops, and at the same time the doubling of all the distances to be observed for hunting from roads, including those on farms and inter-estates, railways, buildings, etc. and the transformation of any offenses from administrative sanctions into criminal sanctions ".
Regarding hunting surveillance Bosio adds: "During the hunting season, our valleys are crossed by teams of presumed protectors of nature, Italians but also foreigners, who, without knowing anything about our traditions and customs, pretend with their outings antivenatoria to teach mountain people how to live in nature. The operations of these self-styled groups almost always result in acts of disturbance and intolerance towards an activity permitted by law, such as hunting ".
Bosio's criticisms also concern the institutions responsible for surveillance: "for about fifteen years, special teams of the anti-poaching operational unit of the State Forestry Corps have come from Rome with the declared task of repressing poaching (certainly a meritorious work) and which instead end up too often with rage against those who hunt with attitudes that often go beyond any reasonable and justified need for service. All this, despite the punctual work and diligence of those who are already institutionally in charge of the surveillance and monitoring of the territory, such as the provincial police and forestry guards of our province ".
Bosio also highlights a strong condemnation of poaching by the hunting associations and the vast majority of hunters, which in any case remains limited to episodic and sporadic events.
Finally Bosio denounces a sort of mistrust in the institutions on the part of the hunting people after the insignificant results obtained with the countless parliamentary questions, agendas of the Province, Municipalities, Mountain Communities, reassurances of the political forces.
Bosio ultimately suggests "it would be more appropriate for these nuclei to be used in investigations and research of what are the real environmental crimes such as soil, water and air pollution, illegal building, disruption ecological. Of course, this year, in the face of such an evident and worrying economic crisis, which has imposed spending cuts from health care to schools, from Municipalities to Provinces and sacrifices to economically weaker citizens, it would be even more difficult to accept the arrival of Rome of these nuclei with costs that it is not difficult to imagine particularly burdensome for the entire citizenship ".
