The 5-star movement against the hunting in Friuli Venezia Giulia, two motions to curb hunting activity; national and community rules circumvented or not respected.
M5S spokesperson Dal Zovo against anomalies in the regional legislation: «They undermine the very conservation of the fauna, especially as regards the species at greatest risk». The intent of the M5S in the Regional Council is to commit the Giunta Serracchiani to choose once and for all to protect citizens and wildlife and not the usual interests of the lobbies.
To say it is the pentastellata councilor Ilaria Dal Zovo who in the two measures faces a series of problems to be put an end to with the intervention of the regional executive. "Often this region, in drafting laws and regulations on hunting matters, has confused its prerogatives of autonomy with anarchy," says Dal Zovo. This is witnessed by the long series of appeals, counter-appeals and rulings by the judicial bodies, from the Constitutional Court to the Court of Justice of the European Union.
In the long series of adventurous alchemy to circumvent the protection obligations imposed by national and EU regulations, the Region has constantly forgotten a key point: wildlife is not a roast, but is instead - as confirmed by the law - an "unavailable heritage of the State , protected in the interest of the national and international community ".
"Despite the interventions of the national government and the rulings of the Constitutional Court, in the hunting legislation of Friuli Venezia Giulia, however, very serious anomalies remain - points out the spokesperson Cinquestelle - which, as denounced by even the more moderate component of the hunting world, undermine the very conservation of the fauna heritage, especially as regards the species at greatest risk ».
In this regard, the councilor gives some examples: «Hunting on snow-covered land is prohibited by national law, which allows it with some exceptions only in the mountains. In Friuli Venezia Giulia, the regional law instead provides that it is forbidden to hunt on land completely or mostly covered with snow, with the exception of hunting ungulates, however carried out, grouse, palmipeds and waders, as well as cesena. There is also an exception for hare hunting which is only allowed 48 hours after the last snowfall ».
«National and international regulations then require the identification of the points crossed by birds along the migration routes - the mountain passes - and the prohibition of hunting in these areas. Well, in Friuli Venezia Giulia these points have been identified at the state car crossings, as if to think that birds must show their passport to migrate ». "Still. International agreements, since 2000, have obliged states to eliminate lead from hunting ammunition. In Friuli Venezia Giulia an attempt was made to circumvent the obstacle by still allowing the use of lead, as long as it is nickel-plated. Obviously this trick does not in any way alleviate the serious consequences of lead contamination neither for the environment nor for wild animals ».
The most serious issue, however, concerns the total privatization of hunting in Friuli Venezia Giulia. While the superordinate rules would require that the wildlife and hunting management bodies be composed of farmers, environmentalists, local authorities and hunters, in Friuli Venezia Giulia all management is entrusted only to the hunting world organized in hunting reserves; the approval of the management deeds of the hunting reserves since 2008 is no longer entrusted to the Region, but to the hunters themselves, gathered in the hunting districts ».
«Also on the regional wildlife plan, expected for 23 years and recently approved by the Serracchiani junta, the Region is playing with fire. Many of the prescriptions indicated in the Plan by the Higher Institute for Environmental Protection and Research (Ispra) have in fact been ignored or watered down to say the least ».
"The fact is, however, that the Italian and European jurisprudence have repeatedly reiterated how the opinions of the Institute are binding, as they are able to guarantee the application of uniform minimum standards for the protection of wildlife throughout the national territory" .
In this regard, the 5 Star Movement asked Ispra for further clarifications on the compatibility of the approved Plan and the regulations in force with the superordinate regulations and the conservation of wildlife. "It should be emphasized that the response contained within the motion ended up arousing many perplexities." «The other motion filed concerns a very serious situation: the lack of control over game meat and its marketing. Also in this matter, the Region has ignored the obligations imposed by European regulations and its own rules (LR 6/2008), creating a situation of health risk for the community and facilitating poaching and the placing on the market of game. without health control ".
