"After in-depth technical and political checks, the opportunity emerged to bring some provincial functions in the field of Hunting and Fishing and Civil Protection, at the same time as those exercised by the Friuli Venezia Giulia Provincial Police in environmental and wildlife hunting matters ".
This was communicated to the regional council by the councilor for hunting and fish resources Paolo Panontin regarding the drafting of the bill for the Reorganization of functions in environmental and wildlife hunting.
"The investigations revealed a close intertwining between the functions exercised by the Friuli Venezia Giulia Provincial Police in environmental and wildlife hunting matters and those on hunting and fishing exercised by the Provinces through their offices, to which about 20 units are assigned", explains Panontin .
Continuing Panotin specifies that "in particular, the functions for the application of administrative sanctions of a pecuniary and ancillary nature in the areas of hunting, fishing in inland waters and the protection and protection of fauna and avifauna have been delegated to the Provinces as a whole by regional law; by virtue of this delegation, the Provinces can organize the exercise of the various phases according to their own regulations. Currently, the application of administrative sanctions is organized in different ways, so that in some cases the proceedings also involve other offices, in particular hunting and fishing, in addition to the provincial police ”.
Even the exercise of functions relating to the authorization to withdrawals in derogation for the control of wild boar, fox and corvid species, now in the hands of the Provinces, "should be governed centrally by the Regional Administration which, moreover , already deals with the issue of the same authorizations for other species of fauna and avifauna ”, adds the commissioner.
“Finally, also with regard to the functions attributed to the Provinces by regional law 64/1986 for the defense against forest fires, it is believed - explains Panontin - that“ although marginal, they may fall within the general direction functions exercised by the Regional Civil Protection. In this case the operation would not involve the transfer of personnel currently operating in the Provinces ".
