WHEN SIMPLIFICATION BECOMES COMPLICATION. According to a communication received in recent days by the Lombardy Region, from 1 January 2020 it will no longer be possible to carry out i regional payments for hunting through the usual bulletins or by bank transfer. The choice depends on the Lombardy Region's adhesion to the pagoPa system for all direct payments to the Public Administration: taxes, duties, stamps, fees will be payable only through this system, which provides for the possibility of paying directly online or even physically at the bank, post office, authorized ATMs (ATMs), Lottomatica points.
The choice would also be an effective convenience for the user, given the many possibilities, from the sofa at home to the tobacconist, passing through the Post Office and the Bank. But actually for regional hunting concessions and for the payment of hunting examinations, the matter seems more complex. The detailed information sent by the Region does not include all the aforementioned payment options. This would seem to be due to the fact that the Region for these payments would not send the citizen user a "payment notice" with the necessary codes, as for example for the car tax: therefore the user only has to register on the dedicated site and proceed to obtain the codes and make the payment, which therefore remains exclusively online.
A tool of simplification what could be the pagoPa system therefore becomes in our opinion a real complication, worthy of the infamous UCAS, theSimple Business Complication Office. Given that Federcaccia Brescia is not interested in declaring war on the Regional Administration but solving problems in the interest of both parties, we would like to suggest a quick and simple solution that could include sending or delivering a "pagoPa payment notice" of concession fees together with the hunting card: otherwise the adoption of the pagoPa system would not and will not be a simplification for the citizen. The issue will have to be addressed collectively and, by Hunting Federation, there is a need to find an alternative solution to that communicated by the Regional Offices.
