Hunt for ungulates in Tuscany. The objective law for a special management of ungulates in Tuscany will last three years.
The Regional Council approved by majority the articles, defined with the higher institute for environmental protection and research (Ispra), developed to counter the increase of an irrefutable phenomenon, which requires specific legislation but which, explained the president of the rural development commission Gianni Anselmi (Pd), in the illustration in the Chamber, "it is neither made nor is it designed for hunting".
The hunting activity, if anything, is “only a tool that, together with the scientific control and detection, faces the emergency as it presents itself. The purpose that the law proposes, seriously investigated in the commission, is exactly that of making the intervention tools more flexible: not only hunting, which is not the purpose of this law, but also making use of wildlife control tools. To protect the economic life in the countryside, biodiversity, the safety of people who move on the roads of this region. A work that aims to be serious and balanced from the point of view of the purposes with respect to the tools. An extraordinary measure, to deal with a non-ordinary situation ".
The work carried out in the commission also led to the provision of an annual "coupon" to evaluate the results and effects of a text which, within the limits of law 157/1992, allows the presence of ungulates to be proportioned to the different characteristics of the regional territory to ensure both the conservation of native species in the areas reserved for them, and the conservation of anthropic activities and environmental values typical of the regional rural landscape, in the other areas.
In fact, suitable and non-suitable areas are identified, forms of hunting and control management are carried out and supply chain paths are created to enhance the safe consumption of ungulate meat. The text also foresees, within ninety days of entry into force, the approval by the regional executive of an excerpt from the hunting fauna plan for the revision of the current boundaries of the areas not suitable for each species. Areas which include repopulation and capture areas, cultivated areas subject to documented or potentially damaging damage, potentially arable land to be restored to cultivation, wooded and bushy hamlets that are interclosed.
The selective collection will be authorized for the subjects identified by law while the optimal hunting density will be established in the annual management plans of the ATC (territorial hunting areas) approved by the council. To ensure the effectiveness of extraordinary management interventions, selection plans are provided, accompanied by special hunting calendars, in which to indicate the necessary sampling methods.
To ensure, however, the extraordinary management of ungulates in a unitary manner throughout the regional territory, the transfer of competences from the Provinces to the Region in the matter of wildlife control is brought forward. The matter involved in the regulatory intervention is in fact the wildlife hunting management of ungulates, a matter of residual competence of the Region, without prejudice to compliance with national regulations for the protection of fauna which, on the other hand, due to their environmental character, are the exclusive competence of the state.
