The next hunting calendar
The 2023-2024 hunting calendar will be “substantially the same as that of this year, including the two additional days of hunting for migratory fauna between October and November, confirming the good work done which led to a document resulting from a good work of mediation". So the Councilor for Hunting Alessio Mammi during the development of the information within the work of the Economic Policies Commission chaired by Manuela Rontini. Councilor Mammi specified how this information passage takes place a few days after the transmission of the draft to ISPRA - the evaluations of the Higher Institute for Environmental Protection and Research should arrive by the end of April - and three days after the sentence of the Emilian Tar - from Romagna who should write the final word on the complex affair linked to the current hunting calendar.
Fauna and biodiversity
The councilor underlined how "even the 2023-2024 hunting calendar fully complies with the various Community, national and regional regulations governing hunting, protecting fauna and biodiversity and regulating hunting times, collection times, game bags daily and hunting hours for all animal species present in our regional territory for a hunting period that will have a pre-opening on September 3 and will last until January 31. Marco Mastacchi (Rete Civica) appreciated "the availability and sensitivity of the councilor Mammi" and also praised the approach that was taken this year, "since many problems that arose with the 2022-2023 calendar arose from excessive proximity to the expiry of the times that regulate the world of hunting". In general, however, the parent company of Rete Civica requested an analysis of the overall situation of the rural and hunting world. There is a strong changing habitat and there is a strong demand to eliminate the animals (wild boars and wolves in primis) that cause damage”.
Interpretation of the rules
Massimiliano Pompignoli (Lega) also called for a "revision of the regional law on hunting, a particularly old provision that aims to regulate a world that has radically changed in the meantime". In addition to judging "50 Atc excessive for the regional territory", the Northern League asked if "refunds or a refund of the days lost by hunters due to the legal dispute unleashed on the current hunting calendar are foreseen". In addition to putting his hand to the reference legislation, Pompignoli called for a greater commitment in the "fight against ungulates and a changed awareness to combat the predominant environmental drift in recent years". Massimo Bulbi (Pd) also agreed on the revision of regional law 8/1994 “even if it must be modified as a priority by the national government. Finally, after the Tar ruling, the dem hopes for "a further step to understand if we have to run for cover or if we can be more daring". In requesting an "unequivocal pronouncement on the constraint of ISPRA opinions", Bulbi also called for "greater homogeneity in the interpretation of the rules and in the modus operandi of the various provincial police forces".
The obligations of hunters
Stefano Bargi (Lega) has called for the renewal of the rules that govern hunting: “The hunting card, for example, is now a bureaucratic ballast in all respects. It would be better to provide digital support to meet the obligations hunters have to comply with". The Northern League, in timidly judging the behavior of the Region on the 2022-2023 hunting calendar, blamed the precautionary suspension implemented. Finally, Marta Evangelisti (Fratelli d'Italia) asked for specific clarifications on the modus operandi implemented in drafting the draft, since, "apart from the pronouncements of the TAR and the Council of State, there have also been criticisms of the hunting calendar from of hunters' associations, therefore it is natural to wonder whether the drafting of this document was preceded by a meeting with hunting associations and if so, with what outcome”. Finally, the group leader asked if "is a moment of real discussion between the junta and the councilors on this issue foreseen in the future or will it be necessary to continue with the questions?". In an initial reply of a general nature, commissioner Mammi clarified that it is not possible to recover or indemnify unused hunting days "because there is no reference provision in the national law" and that the order of the Council of State, "being immediately enforceable, could not be disregarded in any way except to be accused of environmental and patrimonial damages". In sharing the need for a global review of the rules governing the sector, Mammi then reiterated "the maximum willingness to discuss, so much so that after the ruling of the Tar and the opinion of ISPRA we will organize a new step to deepen the issue in every aspect ” (source: Emilia Romagna Region).
