More flexibility
Yesterday, November 26, in the Regional Council of Lombardy region the Second law for the regulatory review of 2024 was discussed and voted on. In particular, with regard to articles 8 and 9, these will guarantee greater flexibility and better management of hunting activities and also relating to the implementation of control plans: through the extension of the pre-opening of hunting to more species, new rules for dog training, periodic review of institutes, re-admission of non-resident hunters, fox hunting in the ZRA (Refuge and Acclimatization Zones) and the provision of new administrative sanctions to combat poaching and fraudulent actions.
Pre-opening of the hunt
The reimbursement threshold for associations that provide for the recovery of ungulate carcasses has been raised, taking into account the increase in the number of services requested and their costs. In particular, it will be possible to ask ISPRA for the pre-opening of hunting from 1 September for all huntable species (today the pre-opening is only allowed for the hooded crow, carrion crow, turtle dove and blackbird); the possibility of dog training is extended from thirty days before the general opening of hunting until the general closing of hunting (until now dog training is allowed from 30 days before until the general opening of hunting); hunters who are not residents of ATC/CACs and do not confirm their registration by 31 March can resubmit their application for admission after the deadline and be admitted with the payment of a fee increased by 20% if re-registration occurs by 30 April and subsequently with a fee increased by 40% if the failure to pay is due to serious and proven illness; ATC/CACs are allowed to authorise fox hunting even in ZRA areas (refuge and acclimatisation areas).
Recovery of injured ungulates
For the recovery of injured ungulates, the ATC/CAC management committees may request from those who hunt polygastric ungulates an additional contribution to be allocated to the voluntary associations of tracking dog handlers; the ATC and CAC must accept applications for admission from hunters related in a direct line (father/son/grandfather - son/father/grandfather) to a hunter who is already a member of the same area or district; wild boar hunting is also permitted for hunters who keep hunting sheds until the health emergency conditions related to PSA (African swine fever) persist; the possibility of hunting deer is extended until January 31 and for the first time in Lombardy, fallow deer hunting is permitted from September 1 to March 15 (source: Federcaccia Lombardia).
