The draft of the new hunting calendar
The 2023-2024 hunting calendar with particular reference to the huntability of the rock ptarmigan and variable hare was the subject of an interpellation by the Lega Vallée d'Aoste group discussed in the board meeting of 4 April 2023. «On 5 October 2022 - recalled the Councilor Paolo Sammaritani -, the Valle Council, on a proposal from the Lega VdA group, approved a motion which committed the Government to include in the hunting calendar 2022-2023 the possibility of hunting the rock ptarmigan and the variable hare which has been completely disregarded. In fact, hunting for the two species did not resume in the past hunting season, contrary to what happened in 2019 when there was the immediate suspension of their huntability, following a motion voted by this Assembly. As we had already highlighted, basing ourselves on documents from the Department, the two species are not only absolutely threatened by the risk of extinction and, on the contrary, the sampling plans make it possible to maintain the vital population and the conservation and development of the species. We would therefore like to know the reasons why the regional government did not follow up on the motion and what the intentions are for the next hunting season.
The approval of the motion
Councilor Christian Ganis recalled that «the motion had been approved by a very large majority with the intention of opening the hunt for these two species as soon as possible. It is an activity envisaged by law and, if it is permitted in the rest of Italy, hunters have every right to practice it also in Valle d'Aosta." «It is easier to close hunting than to reopen it – commented the Councilor for natural resources, Marco Carrel -. Pursuant to regional law 64/1994, for the approval or substantial modification of the hunting calendar it is necessary to obtain the opinions of the Regional Committee for hunting management, the Regional Wildlife Council and the Higher Institute for Research and Environmental Protection in which we have already requested to express their opinion in October 2022. It was not possible to start this process earlier due to the lack of scientific data necessary to define the situation. It is the intention of the regional administration to include the two species in the draft hunting calendar for the 2023-2024 season which can be hunted if the monitoring is positive. The competent offices are working to collect what is necessary.
Scientific data
Councilor Sammaritani replied: «I understand the position of the new councilor and I justify this answer even if it is not absolutely satisfactory. The axiom according to which it is easy to close and not reopen hunting is not acceptable: when we closed the hunting activity for these species we had no scientific data in our possession and, now that we certainly have more, hunting is not reopened . It is not a question of bureaucratic issues but of political choices which demonstrate its failure. This government has failed to impose its will: typical of a weak government that thrives on contradictions." (source: Valle d'Aosta Regional Council).
