Hunting: Lombardy, Councilor Sala expresses his opinion on the reform of the autonomy system, "the competences on Agriculture, Hunting and Fishing remain with the Region".
"Agriculture, Hunting and Fishing remain with the Region ", declares the regional councilor Alessandro Sala, regarding the Reform of the regional autonomy system in implementation of Law 56 of 7 April 2014 concerning the provisions on metropolitan cities, provinces, unions and mergers of Common. In a press release, the director Alessandro Sala expressed his considerations:
“The bill launches the process of reorganizing the functions conferred on the Province. Law 56/2014, I would never have voted for it. I was a provincial councilor for 13 years and I know how close the province has proved to be to our people and how it has been perceived as such. Now the Provincial System is no longer able to guarantee security. In the moment in which it has to reorganize the new planning, the Province today could be in serious difficulty in providing the services. Last but not least, there is a general flight of employees, who, despite having a safe place, still leave and, not a small thing, our people are wondering if the Provinces have been abolished or not.
The issue of the transfer of delegations in the area of agriculture, forestry, hunting and fishing to the region has now become a technical necessity rather than a political one. The reference for agriculture concerns the controls required by the European Union, the delegations to the Provinces also involved funding from the Region, transfers for staff, the billions of euros for the CAP require an adequate structure for the management of the rankings and the staff meanwhile has gone, gone, and will go away. Nobody, in this Council and in this Region, is taking anything away from anyone, since the Provinces have carried out these functions (agriculture, hunting and fishing) on the basis of the delegation of the Region and the delegation was not a concession, but responded to a specific decentralization logic.
As far as hunting and fishing are concerned, the region will be able to address the aspect of scientific research in support because now the decisions must be taken on the strength of science and not sentimentality. To recover traditions and environments it is essential to allocate funds to scientific research, raising the comparison with the university world.
1. The region will be able to study a way to bring the traditional spit with birds back to our restaurant tables, certainly with strict rules.
2. The region will be able to enhance the roccoli as environmental architecture, unique in the panorama of the Lombard landscape.
3. The region will be able to build a game meat chain from slaughter to tasting.
4. The region will be able to standardize some questionable choices by the hunting world of some provinces to the detriment of hunters from other provinces. The examples would not be few.
5. The Region will be able to undertake to study a constructive relationship with the competent European Commission, an effective and viable way for the defense of hunting traditions linked to a measured and controlled collection of migratory species prohibited by the Birds Directive through a serious and compatible with the health and consistency of the species involved in the collection.
6. The region in revising the regional law 26/93 (there are also 2 proposed amendments) will have to take into account the whole Lombard hunting world and increasingly diminish the selfishness and often absurd decisions undertaken by management committees, ATC and CA often inclined to think of their own backyard rather than the real management of hunting in Lombardy (diversified hours, fixed days, exclusion of hunters, increased quotas, etc.). Often in the ATC people work to have fewer days of hunting, even fixed days, Tuesday and Friday hunting silence was not enough, what is the point? In Trentino Alto Adige does not exist. In the territorial hunting areas and in the alpine areas one too often meditates on how to introduce further restrictions to the hunting activity, then it happens to witness an unjustified increase in membership fees, sometimes going so far as to create unconstitutional discrimination among the members, perhaps removing from the '' list of members who have delayed payment by only three days, only because they are not resident in the ATC or CA.
7. In recent years there have been too many explanatory circulars for hunting and fishing, often armed against each other, it is time to rationalize the interpretation of laws throughout Lombardy, also with regard to the provincial supplementary hunting calendars even though respecting local hunting traditions.
8. Personnel: it is clear that the technical personnel will have to remain in loco Province by Province and will sooner or later pass in charge of the Region, but the political and planning decisions, and uniformity will have to be the responsibility of the Region.
9. As regards the fishing-hunting surveillance, I have always been an advocate of the fact that nothing must have to do with the Provincial police and must be reconstituted, I repeat reconstituted, in the nucleus referred to hunting and fishing, in order to play the role that the Law 157/92 on the subject, attributes for surveillance, censuses and the fight against poaching. Of course, the decree law no.19 of 2015 June 78 in art. 5 (Measures relating to the Provincial Police) certainly does not facilitate the task. But, as with the otters, once again after the disaster made by others, the region will have to intervene.
