Hunting, fishing, agriculture and forests in Lombardy will be the responsibility of the Region according to the autonomy reform approved by the Regional Council.
The Lombardy Regional Council has approved the new law for the reform of the autonomy system according to which the Lombard Provinces will continue to exercise their current functions with the exclusion of competences in the field of agriculture, forests, hunting and fishing, which will be transferred to the Region. Only the Metropolitan City of Milan and the Province of Sondrio will continue to maintain these competences and the Province of Sondrio will experiment special forms of autonomy expressly recognized in the law approved today by the Regional Council with 43 votes in favor, 21 abstentions and 9 against. With the reform approved today, with regard to local public transport, the territory of Lombardy is divided into six homogeneous basins corresponding to the administrative borders of Bergamo; Brescia; Sondrio; Como, Lecco and Varese; Cremona and Mantua; Metropolitan city of Milan, Monza Brianza, Lodi and Pavia: in each of them an agency is set up which provides for the planning and assignment of transport services and which takes over ownership of the service contracts signed by local authorities.
On the matter, the president of the Forza Italia Group in the Lombardy Regional Council, Claudio Pedrazzini, after the approval of the reform of the autonomy system, commented, “The Delrio law was a failure from all points of view. Instead of compressing the institutional supply chain, it has multiplied and made it more complex. In short, he did everything that was absolutely not needed in Italy. Lombardy, as often happens, has taken steps to restore some order with the approval of a law that will allow the creation of an unambiguous frame of reference: on the one hand there are regional competences, on the other those prerogative of the former Provinces and the Metropolitan City ".
“Renzi's“ reforming ”enthusiasm produces monsters - underlines Pedrazzini -. The Delrio reform is yet another demonstration that the Roman executive unfortunately is concerned more with form than with substance. There is no trace of the savings that should be made. Wouldn't it have been better to involve the Regions, deal with them and give life to a real reform and not a facade, rather than obliging the Regions themselves to intervene to put the rubble in order? With this law - concludes Pedrazzini - we foresee, among other things, a new role for the former provincial police, in particular in the field of wildlife and fish-hunting surveillance. In addition, local public transport is also being put in order with the provision of homogeneous territorial basins ”.
The President of the Regional Council, Raffaele Cattaneo, said “Today we approved a provision that goes in the direction of making the path of the bodies responsible for managing the territory even more efficient. Careful and scrupulous work has also been done with regard to safeguarding specificities, as in the case of the Sondrio area. This is a provision that makes concrete the effects of the national legislation in force, which will then be further modified with the approval of the constitutional reform ”.
