Hunting: Molise, the controversy continues over the 2013-2014 Hunting Calendar approved by the Region and rejected by Arci Caccia and Federcaccia; now the brawl is joined by ANUU Migratoristi, Libera Caccia, Enalcaccia and Italcaccia.
In an article published in the main local newspapers last August 2, the Italian Federation of Hunting and the Arcicaccia, fiercely argue with the Regional Council for the recently enacted 2013-2014 hunting calendar. Certainly the council, even with the extenuating circumstances that will be clarified later, could have done more for the Molise hunters, but it would be advisable for Federcaccia and Arcicaccia to provide some explanations regarding their hunting policy. On 27.06.2013 the Association of Italian Migrationists (ANUU), the National Free Hunting Association (ANLC), Enalcaccia and Italcaccia sent a note to the Regional Council asking the Regional President and the Regional Council for some changes on the draft of the hunting calendar proposed in the Regional Consultation. This document proposed to the regional structure, in addition to the pre-openings, also modifications on huntable species and periods. Finally, the Molise Region was asked to make the Regional Wildlife Observatory operational with extreme urgency, established by regional law no. 8 of 21.04.2011 but never made concretely functional.
This would allow the Molise Region, in compliance with the principles and rules established by law no. 11 and in compliance with EU directives and international conventions on the protection of fauna and the natural environment, to dictate rules for the protection and management of the faunal-environmental heritage and for the discipline of hunting. This note, strangely enough, while containing requests shared by all Molise hunters, was not signed by Federcaccia and Arcicaccia, who had also been asked to join. Following the above note, the regional structure that deals with hunting, in an informal meeting with the writers, specified that it had not been able to elaborate a different draft calendar as the AA.TT.CC. (Territorial Hunting Areas) of Molise, although regularly and promptly solicited with formal requests, have never provided technical-scientific reports on the reconnaissance activities of environmental resources and on the faunal consistency, reports in the absence of which it is not possible to exploit the time span 1992 September - 157 January provided for by Law no. 01/31. In fact, last year, precisely in the absence of specific studies and reports, the TAR Molise accepted an appeal on hare hunting presented by environmentalists.
That said, the Federcaccia which, coincidentally, counts among its ranks two of the three presidents of the AA.TT.CC. of Molise, instead of arguing with the Regional Council, they should have made self-criticism and explain to the Molise hunters that in the ATC, with the exception of a study on the hare commissioned this year after the aforementioned sentence of the TAR, environmental reconnaissance is absolutely not carried out and assessments on the faunal consistency (nothing has ever been done for quail, woodcock, snipe, thrush, partridge, pheasant, red partridge, rock partridge, whisk, wild boar, red deer, roe deer, fallow deer, etc ...), incumbent on Law 157/92 places on them and in the absence of which it cannot be a hunting calendar capable of satisfying the legitimate requests and expectations of hunters as happens, however, in almost all other regions of Italy. Certainly the amendments proposed by the minority Regional Councilor Nicola Cavaliere, amendments recalled by Federcaccia and Arcicaccia in their article, are shared by all followers of Diana, but if the hunting activity for 2013-14 is penalized the responsibilities, even before that of politicians, are to be found in the management policies that are insufficient and / or lacking in ATCs.
The hope for the future is that the ATCs change their management policy by investing in research, in the study of species, in programming, using for this purpose a part of the huge resources that at present are spent exclusively in often unsuccessful restocking. Only in this way will politics no longer have an alibi and hunters will finally be able to obtain what is due to them under the current legislation. It is also specified that FACE Italia (in practice the national coordination of the Hunting Associations) has made available to the hunting world for free four wildlife technicians of international standing, three of which at ANLC altitude and one neutral, whose researches have allowed various regions (Umbria, Marche, etc.) to issue hunting calendars perfectly responding to the requests of hunters and immune from the risk of appeal by the Environmental Associations, as they are supported by irrefutable technical-scientific studies.
In any case, the Regional Council is hereby asked to urgently adopt a resolution that provides for the possibility of hunting, at least in three fixed days from 15 to 30 September, for the following species: quail, pheasant, wood pigeon, dove. Only in this way, in fact, could a minimum of dignity be restored to the four thousand Molise hunters who continue to pay very high taxes to exercise their passion.
