The license to carry a gun, commonly called a "gun license", allows Italian citizens who hold it to carry or transport a weapon outside their home. Citizens of the Italian Republic who are in possession of the requisites prescribed by law, can obtain authorization to carry or transport weapons outside their home.
The control of the suitability of the requirements by the citizen and the issue of this license is the responsibility of the Weapons Office of the Police Headquarters or the Prefecture, under whose jurisdiction the applicant has his / her legal residence.
The holder of a firearms permit can thus carry, purchase and transport both weapons and ammunition within the limits prescribed by law. Italian law distinguishes 3 types of license to carry a weapon: for "sporting use" (license to carry a rifle for shooting), for "hunting use" (license to carry a rifle also for hunting) and for “personal defense” (License to carry a pistol or revolver for personal defense, License to carry a rifle for self-defense). Every citizen can obtain a license to carry a weapon, provided that he is not subject to a restrictive sentence of civil rights by a court and is in possession of the psychophysical requisites required.
The sale or transfer of weapons to private individuals without the license to carry weapons is only possible for those over the age of 18, who obtain the authorization from the commissioner to purchase and detain them. The authorization is valid for 30 days and authorizes a single purchase of weapons and ammunition in the specified quantities and transport to the place of detention. The law currently in force establishes that the duration of this license is 5 years for rifle port licenses, for gun ports issued from 14 September 2018 onwards. While for weapons ports issued previously the duration will remain 6 years, all as required by Legislative Decree 104 in transposition of the European Directive 2017/853. The questore or the prefect may refuse the request for the release of the firearms license as well as to persons convicted of non-culpable crimes against persons committed with violence, for crimes against the person or property, against the State and public order, o convicted of desertion in time of war or illegal carrying of arms, even for those who have been convicted for different crimes, or are not of good conduct, i.e. they do not demonstrate sufficient confidence not to abuse weapons.
To obtain the firearms license, two medical certificates are essential, a certificate of suitability for the handling of firearms (if you have not served in the Armed Forces in the ten years preceding the application for release), not to have a serious criminal record and not to be suffering from psychological problems. Until 1969 there was no license to carry a rifle for shooting or sporting use, and to practice activities such as target shooting without having to pay the government concession fees for hunting, the "license to transport sporting weapons" was used. . It only allowed the transport of classified sports weapons up to a chosen shooting range, and only for a predetermined route, both of which were noted in the license.
The rifle port license for hunting use authorizes the port of rifle for hunting use during the opening periods of the hunting season. For the renewal of the firearms license for sporting (or hunting) use, the following documents are required: the application for the release or renewal of the rifle holder must be completed (also available on the internet), which must be delivered with the substitutive declaration of certification of the family status, at the Police Headquarters or the local Carabinieri station. The application can be delivered by hand or by post by registered mail with acknowledgment of receipt.
Two € 14,62 revenue stamps must be attached to this request, one on the application and one on the license, and the certification, with a € 14,62 revenue stamp, which proves the psycho-physical suitability, issued by the USL of residence, that is, by the medical-legal offices and by the military health facilities and the State Police. To obtain this last certification you have to go to your GP, get the medical certificate, and with the certificate in hand go to the above mentioned legal middle; finally, the payment receipt of € 1,27 is required for the cost of the booklet valid for 6 years (the cost of the booklet is € 1,48 for the bilingual version), the payment receipt of € 173,16 if the renewal is for hunting use; two recent passport-size photos and the old passport book.
The time foreseen for the renewal of the license can be quantified in approximately one month.
The hunting rifle license has an annual expiry, corresponding to the date of issue, and a total duration of the booklet of 6 years.
It is very important not to let the 6 years expire, but it is necessary to renew the firearms license before the expiry date, bearing in mind that once the renewal application has been submitted, the Police Commissioner has a maximum time of 120 days for the issue of the new license. firearms license.
