Hunting: Rimini, the new Wildlife Hunting Plan approved in the Province for the five-year period 2014-2018; the project is based on the maximum exploitation of the territorial faunal potential and on their careful use.
The Council of the Province of Rimini approved the new “Fauna Plan of the Province of Rimini 2014-2018. The main objective of the provincial wildlife planning for the five-year period 2014-2018 is the application of the dictates declared by Law 157/92, in particular as regards the implementation of a "naturalistic" management model, that is based on the maximum enhancement of territorial faunal potential and their careful use. The general objectives of the provincial wildlife planning for the five-year period 2014-2018 are: wildlife management of the entire provincial territory based primarily on the increase and qualification of environmental, managerial and structural interventions and of the resources dedicated to this and on the reduction of restocking both in quantity and with regard to the resources dedicated to them. The aim is to improve the productivity of the Restocking and Capture Areas (understood in the broadest sense, therefore not only as the number of specimens to be captured, but also as a function of greater irradiation) to be achieved through the direct management of the ZRC ATCs. and directly involving the agricultural world.
The revision of the pheasant repopulation methodologies throughout the provincial territory is envisaged, the elimination of widespread late summer supplementary inputs and an overall quantitative decrease in the use of pheasants from breeding by at least 30% compared to the average of the last three years by five years of programming - quantification of restocking on the basis of appropriate censuses and monitoring. Among the objectives the achievement of the coverage of at least 80% of the needs of hares for repopulation of the entire territory through local capture (ZRC, Z.diR., Public and private reproduction centers of fauna, extensive farms and breeding areas of wildlife within AFV) and purchase from local extensive farms; elimination of the use of foreign imported hares in restocking - quantification of restocking on the basis of appropriate censuses and monitoring.
The aim is to recover and conserve the partridge population as a traditional element of the sedentary fauna. Increase in the presence of the red partridge in the area identified as potentially suitable and contextual decrease in the presence of the pheasant. Review, by 2015, of the regulation relating to fixed stalking, which in particular provides for a more precise definition of the types of stalking that can be carried out, simplified procedures for the roof terraces for ungulates, redefinition of the distances in case of adoption of bulkheads, any different duration of the authorization.
Among the aims is the increase in the prevention of damage to agricultural crops and livestock by the Province, ATCs and AFVs in the territories of their competence; the implementation of a monitoring program for wolves and non-aquatic migratory birds. Qualitative and quantitative increase of supervisory actions throughout the provincial territory, and in particular in the Restocking and Capture Areas, in the Oases and in the ATC Respect Areas, activating all the opportunities provided for by the legislation (e.g. direct involvement of ATCs in the preparation of supervisory activities).
The plan provides for the identification of the new ZRC in the areas of high vocation for the main species of sedentary fauna (in order: hare, pheasant, partridge, partridge) by evaluating as a priority the adjacency or proximity to the current ones and providing areas with maximum dimensions around to 500 hectares. Identification of any new Oases in the territories with the highest naturalistic value, in the territories affected by main migratory routes and in the mountain passes.
We also want to pursue the containment within tolerability limits of the impact of the wild boar on anthropic activities in general and agricultural activities in particular through the mandatory activation of all possible forms of hunting and control. And therefore to prevent damage from canids in general and from wolves in particular in local farms. The commitment of the Province is to plead the requests of the breeders regarding the redefinition of the criteria for quantifying damages (ascertaining indirect damage: sheep abortions, non-lactation) as already happens in other Regions.
"The Plan represents the point of balance - says the councilor for agriculture of the Province of Rimini, Fabio Galli - between the different expectations of the agricultural, environmental and hunting world and is the synthesis of a long work of relations and consultation between the various stakeholders. It represents the result of a broad and in-depth comparison that took place within the Hunting Council (present the Hunting, Environmental and Agricultural Associations), and proposes a naturalistic management model that aims at increasing and qualifying environmental interventions in the Rimini provincial territory.
A current tool that configures a modern and compatible hunting activity, aimed at protecting the environment and the protected fauna and at the same time increasing hunting opportunities, implementing, for these purposes, environmental interventions and the local production of fauna for the repopulation of planned hunting areas. For this reason, the focus was on increasing and improving the management of the "Restocking and Capture Zones" and increasing the control and surveillance activities on the territory, outlining not an instrument for its own sake, but an active and aware function in the most complex environmental system ".
