Hunting in Umbria. In recent days, the regional councilor for Hunting, Fernanda Cecchini, brought together the Wildlife Hunting Council of the Umbria Region to submit some objectives to be achieved in a short time.
Among these, on the agenda of the Council, the adaptation of the regional law on the protection of wildlife and hunting and the implementing regulations, making it consistent with the reorganization of the functions returned to the Region after the reform of the Provinces, and the at the same time proceed with the already planned reform of the ATC, the Territorial Areas of Hunting.
A tight work program that Cecchini has submitted to the attention of the Regional Hunting Faunal Council in which associations from the hunting, agricultural and environmental world are represented.
“From what emerges from the first data - underlined the commissioner - in 2015 the negative trend was reversed and the number of hunters in Umbria returned to grow. In February we will know the exact figures of a sector that in our region involves thousands and thousands of people and to which we turn with attention, regulating it and carrying out the planning functions in compliance with the conservation and reconstitution of the fauna heritage, ecological rebalancing and safeguarding. of agricultural production ".
"Next week - he said - the act with which the revision of the regional law 14/1994 will begin, which assigns administrative functions to the provinces in the field of hunting and protection of the fauna, now reacquired, will be brought to the approval of the regional council. by the Region, also updating it in the light of the current state and needs of the sector, and at the same time revising the implementing regulations and the territorial hunting areas. For the latter, who administer public resources, also in consideration of the complexity of the activities increased over time, we think of a single 'governance' for purchases and budget management. The regional offices are also working on strengthening the game breeding centers of Torre Certalda and San Vito ”.
“An overall reform process - he noted - which we intend to complete within the first half of the year and in which the hunting council can play an important role. For this reason it is the intention of the Region to periodically convene it for the examination of the modification proposals, but we hope that the comparison will also take place between the hunting associations themselves so that they can formulate proposals and suggestions as shared as possible ".
Regarding the transfer of responsibilities from the Provinces to the Region, "we are in the transition phase, but the operations related to the transfer of personnel are almost completed and from next February all the activities will be carried out on schedule and in the manner provided".
The commissioner also announced that, given the need to proceed with the reorganization of the matter, in the meantime the deadlines for the concessions of the wildlife hunting companies and hunting farms have been extended to 31 December 2016, while for the new requests for the concession will remain valid until the approval of the new regional hunting plan.
The Regional Council has also examined the situation that has arisen with the decree of the President of the Council of Ministers with which the Umbria Region and other Regions have been asked to modify the deadline for the closure of the hunt for Cesena species, woodcock. and song thrush anticipating it from January 31 to 20.
“The Umbria Region - the commissioner reiterated - has decided once again, as we did for the past hunting season, not to change its hunting calendar and the final decision will therefore be taken by government decree. We did it in principle - he specified - and we will reaffirm at the national table the positions already expressed repeatedly: we ask the Government to take action at European level for an effective uniformity of application of the provisions on the subject, at least with respect to those countries such as Spain, France and Greece with characteristics similar to ours for ecosystems and climate and where hunting for the three species subject to a warning in Italy is also allowed beyond January 31st ".
“The Region - he continued - provided full cooperation and also made available all the results of the work carried out by the Regional Wildlife Observatory. Data that were not taken into consideration, however, by Ispra, the Higher Institute for Environmental Protection and Research supporting the Ministry of the Environment and which should be more in tune with the Regions. We claim the need for a more certain national approach in hunting policies, so that what has been happening since 2015 is not repeated in the future ”.
