Hunting: the Regional Council of Umbria has approved the extension of the ATCs and the reduction of remuneration for administrators.
In recent days, the Regional Council of Umbria has approved by a majority the rule proposed in the commission containing an extension for postponing the expiry of the Regional Hunting Territorial Areas until May 31, 2013. The approved regulatory text differs from the one previously proposed by the Giunta regional which instead provided for the commissioner of the ATC until the natural expiry of the relative management councils; the amendment by which the deadlines have been extended, "pending knowledge of the national regulatory outcomes relating to the functions of the provinces, competent in matters of hunting by regional delegation," is from the president of the Third Commission, Massimo Buconi.
According to the approved document, the ATCs will be extended "from the day following their expiration, until the first constitution of the bodies following the entry into force of the regional law for the reorganization of the Territorial Areas of Hunting". A further amendment proposed by Buconi himself provides for a review of the remuneration for administrators by the Regional Council which will have to determine a reduction in the sums paid during the extension period.
Among those opposed to the approval of the legislation, the director Massimo Mantovani of the PDL, who thus explained his vote against, “the bodies had to be renewed to remain in office until the conclusion of the ATC reform law. Almost all of the stakeholders, heard at the hearing, were also in the same vein as us. Without any motivation, it was decided to suppress democracy. But perhaps the reason is that in the hunting world there are those who are sons and those who are stepchildren. We are faced with an institutional vulnerability ”.
On the issue, the Regional Councilor for Hunting, Fernanda Cecchini replied to Mantovani's criticisms, “Whenever we talk about hunting, someone thinks that there would be patronage actions, political interests and more. The truth is that every time we deal with hunting issues, the debate becomes much more heated than when we talk about health or prospects in our region. On the Commission's proposal, different from the one received by the Executive, I said I had nothing against it, as long as there was a time limit for the extension ”.
Continuing, Cecchini explained, "The council did not stop the bill to understand what would become of the provinces, we started from another approach: going towards savings while acting in any case for greater effectiveness and efficiency of the functions performed by the bodies in type. The hunt is organized with 3 ATCs. ATCs are required by national legislation and have represented an important point of reference over time. Today they need to be modernized, their approach must be revised to be more effective and more efficient in their management ”.
Finally the commissioner Cecchini concluded, “The damages are paid through resources from the regional budget. The damage that is caused not only by wild boars, but also by roe deer. The proposal is to provide for a single ATC, we were asked to wait by virtue of the fact that there was no clarity on the future of the Provinces ”.
