
The Regional Councilor for Hunting of Veneto, Daniele Stival, sent to the Prime Minister, Matteo Renzi and to the Ministers of the Environment, Gianluca Galletti and of Agriculture, Maurizio Martina, asking to "urgently promote any possible in-depth analysis of an amendment to article 16 of the decree Law 91/2014 aimed at resolving the European infringement procedure by renouncing any “punitive” approach towards hunters. The deletion of two words ("capture") in article 16 of decree law 91/2014 amending law 157 of 1992, "Rules for the protection of wildlife and hunting", pending conversion, risks to nullify the commitment of the Regions towards a sharp decrease in the catches of live decoys in the wild to be used in the hunting from stalking, by replacing it with breeding calls. This would prevent a concrete response to the infringement procedure on live calls launched by the European Commission and would create a highly negative impact in the hunting world.
This is the meaning of a letter that the Venetian Councilor for Hunting Daniele Stival sent to the Prime Minister Matteo Renzi and to the Ministers of the Environment, Gianluca Galletti, and of Agriculture, Maurizio Martina, asking to "urgently promote every possible investigation so that the conversion into law of the decree 91/2014 in question contemplates a modification of article 16 that goes towards the objective of recomposing the European infringement procedure and that renounces any 'punitive' approach towards hunters, resulting also of problematic application by the Regions ".
"Eliminating the words" capture "- underlines Stival - actually ends up equating breeding calls with those present in nature, thus making it impossible to resolve the specific infringement procedure initiated by Europe and creating evident damage to the exercise of the the right of hunters to carry out the hunting activity ".
"On a preliminary basis - writes Stival among other things in the letter to Renzi and to the Ministers - it is not superfluous to highlight how the breeding of calls is configured as a real business activity that must, as such, be able to carry out in compliance with the prerogatives constitutionally recognized. Moreover, these are breeding activities that, even from an ethical point of view, are in no way different from the breeding of birds for ornamental purposes, kept in captivity in compliance with the principles related to animal health and well-being for some time recognized by the 'sorting'.
