Collaboration, adoption of shared strategies and implementation of the necessary actions, within the respective competences, in the field of environmental protection, prevention and repression of illegal activities in the environmental field, in particular through the use of aviation vehicles and technologies. This is the object of the Memorandum of Understanding signed by the Commander General of the Guardia di Finanza General of the Army Corps Giuseppe Zafarana and the President of theISPRA Stefano Laporta. There Guardia di Finanza carries out inspection and surveillance activities, ISPRA has environmental surveillance and technical and scientific intervention functions even in crisis and emergency situations.
Among the activities that involve collaboration between the two parties: the protection of water and the control of infrastructures located in the sea, the defense of the atmospheric environment, the soil, the subsoil, marine and terrestrial biodiversity and their respective crops, waste management, the identification and remediation of contaminated sites, combating illegal building, searching for archaeological sites hidden underground or submerged, through the interpretation of satellite data and the tools supplied to the Guardia di Finanza, which has aircraft equipped with systems for aerial remote sensing. The objectives of the protocol are to strengthen prevention activities for the protection of the environmental heritage with the promotion of training and information initiatives for the collective responsibility of citizens.
The parties agree on the need for a synergistic effort that it represents one of the fundamental prerequisites for the affirmation of the principles of legality and ethical and social development of the country. Growth and enhancement opportunities for the Guardia di Finanza, which will make a concrete contribution thanks also to sensor equipment. The Protocol strengthens the collaboration between two realities, that of the operational Guardia di Finanza, that of the technical-scientific Ispra. Stefano Laporta: “I particularly care about the close relationship with the Guardia di Finanza, in a logic not repressive but of prevention. Implementing the knowledge base means making supervisory operations more effective. Satellite Earth observation and new and sophisticated technologies allow for more careful monitoring also in view of the challenges of PNRR".
