Data denied
“The final document on Key concepts of 2021 highlights how Italian data is significantly different from that of neighboring member states. The then Ministry for the Ecological Transition did not follow the consultation procedures nor the scale of priorities in the scientific references that the European Commission had indicated. The EC itself has highlighted specific inconsistencies, in many cases supporting the possibility of confusion between winter movements and actual migration. Even in two cases (woodcock and pintail) the EC denies the Italian data, stating that the migration begins in February and not in January as indicated by ISPRA.
Recent studies
The Institute then justified its proposals for early closure based exclusively on internal data, not complying with the transmission of supporting publications requested by the EC. Furthermore, I highlighted to Minister Pichetto Fratin how the Ispra data relating to some species of hunting interest are also diametrically opposed to the results of recent studies carried out by universities and trade associations, obtained with the modern technology of satellite telemetry and coinciding with data from other EU countries.
Administrative disputes
I therefore asked whether the Minister deems it appropriate to clarify the issue, quickly adopting the necessary acts for a revision of the Italian KC data to allow the EC to rectify the document for our country. This requirement would resolve a large part of the disputes with the Administrative Justice and would standardize the Italian data with those of the countries located in the same migration area, as foreseen for the correct management of migratory birds at a transnational level by the same Directive 147/2009/EC" .
