
"In light of the Prime Ministerial Decree adopted on 26 April 2020 concerning the new national measures for the containment of the Covid-19 and, at the same time, for the resumption of some activities, including individual outdoor motor activities without territorial limits, the writers of the Lombard Hunters and Canine Associations ask that, in compliance with the measures aimed at prohibiting gatherings and to guarantee social distancing, the possibility of carrying out the training and training of dogs in the areas authorized and intended for this is expressed (Dog Training Areas).
It is believed that this activity can and should fall within the situations of need referred to in Article 1, letter a), of the Prime Minister's Decree of 26 April 2020, since this activity is to be considered necessary for health and animal welfare: certainly for hunting dogs the walk on a leash for the fulfillment of bodily needs is not suited to maintaining conditions of psycho-fiscal well-being. On the contrary, the constraint on a leash without free activity becomes in many cases a cause of stress ”.
