An excess of zeal
These are days in which our world no longer finds its way. The decision of the TAR Lombardia, regarding the identification of crossings and their number, certainly made by an excess of zeal of the judges with respect to the opinions, as open as they are strange by Ispra, has thrown into despair and deep bitterness the thousands of hunters who in those territories carry out and have their passion for hunting. Looking then at the entire Lombardy map, if Brescia is crying the remaining Alpine provinces certainly are not laughing, indeed some are almost worse off, if it can be worse than that. Moreover, we are aware that for animal rights associations this is seen as only the beginning, considering that the identification of mountain passes only in the Lombardy Region is certainly not exhausted.

And the rightly pressing requests of our hunting members are regarding the possibility of there being some possibility of intervention and modification, and possibly also in what timeframes. To be extremely clear, and at the same time respectful of those who have the possibility of some intervention, we assure everyone that our Federation, at all levels, from Provincial to Regional to National, with the fundamental contribution of our regional legal office, is studying the possible options to make this problem less heavy. With the same clarity we register an availability announced and declared by Minister Lollobrigida, to modify law 157/92; we know, at the same time, that the solutions can only be political, therefore requiring a very broad convergence of political forces, those who also have at heart the defense of the territory and the human activities of the inhabitants of our valleys.

Let us now leave the necessary time for the presentation of the appeal to the Council of State by the Lombardy Region, for which the Lombardy Regional Council, on the initiative of councilor Zamperini, also signed by councilor Carzeri, and even voted by some members of the PD minority, approved a motion that commits the Council to its presentation in a very short time. In the same motion, the Lombardy Region invites the Lombardy Region to issue a circular that blocks any action of prohibition in the identified territories, until the final ruling of the Council of State. We take the liberty, since it is May and with the holidays in the middle of September arriving quickly, to urge the actions of the national political forces close to us to be able to modify the rules of 157/92 and allow a review of the prohibitions currently in force by law.

What to do then? Let's all try to stay calm, despite the not at all pleasant situation, and look with confidence at the efforts that our association is making, all aimed at finding solutions to this issue. We only now know of another initiative by regional councilor Bravo aimed at establishing new lookouts in the most protected area of the Lombardy Alps. Already in recent months, after a mobilization of the Presidents of the Alpine Districts against new lookouts in zone A, a mediated change to the regional law was approved that allowed the establishment of new lookouts only "subject to a reasoned opinion regarding the certified presence in the previous three years of Alpine galliformes and ungulates". Now, clearly not satisfied, he has presented and reformulated the proposal demanding "the registration of the lookout points on the standard routes prepared by the region, always in the previous three years, within a radius of two hundred meters from the planned lookouts".

We hope that, even without knowing the way of life and movement of wild Alpine animals, no regional councilor believes that once a black grouse or a deer is sighted in a given place, georeferenced of course, they will stay there and cannot move during their lifetime. Even just for food, the presence quotas vary according to the maturation of the Alpine flora, and in flight or erratism the movements are even a few kilometers, and change of Alpine slope. For their conservation with less disturbance, the Alpine area has been identified, based on the presence of Alpine fauna and flora, for this reason a more restrictive regulation has been studied with respect to times and days of hunting and hunting collections, for this reason the installation of new hides has been excluded. This persistence in bending the rules seems like some personal promise to keep, once it was called an electoral publicity; however, one should not pretend to change and bend the regional regulation, if anything, to some personal or local interest.
