Written request for response
On the issue of the failure to appoint representatives of Hunting Associations to the consultation table of the National Biodiversity Strategy 2030, the Hon. Francesco Bruzzone presented during the session of the Chamber on Monday 16 December, a written Request for Response in Committee addressed to the Ministry of the Environment and Energy Security.
The text of the query
Below is the text: To the Minister of the Environment and Energy Security. — To know – given that:
with ministerial decree of the Ministry of the Environment and Energy Security n. 252 of 3 August 2024, the National Strategy for Biodiversity was approved, which outlines a vision of the future and development focused on the need to reverse the current trend of biodiversity loss and ecosystem collapse at a global level and is part of the commitments undertaken by Italy with the ratification of the Convention on Biological Diversity (CBD, Rio de Janeiro 1992) which occurred with Law n. 124 of 14 February 1994;
the Ministry of the Environment and Energy Security, with a decree of the Director General of the Directorate General for the Protection of Biodiversity and the Sea, in October 2024, proceeded to appoint the representatives of the management committee and the consultation table of the National Biodiversity Strategy 2030;
the designations of the representatives by the associations that make up the consultation table of the National Biodiversity Strategy 2030 took place on the basis of Article 3 of the aforementioned decree of the Ministry of the Environment and Energy Security no. 252 of 3 August 2023;
an "institutional" management committee made up of representatives of the Government and regions is supported by a "consultation table" in which several representatives of the most varied categories have been nominated, ranging from animal-environmentalists to farmers, traders, artisans, industrialists, cooperatives, merchants and others;
However, at this "consultation table", the representatives of the most representative associations at national level of the hunting world were not appointed and, therefore, they will not sit among the stakeholders who will be consulted on matters of environmental and biodiversity conservation;
the most representative hunting associations at national level are particularly interested and attentive to the current developments of national and community policies in the agri-environmental field, since hunting is certainly compatible with the values of protection and safeguarding of the territory and nature in general and at the same time offers its active contribution in environmental planning and policy actions;
The commitment of the hunting world
hunting associations are also involved in the development of projects and initiatives for the enhancement of agro-forestry territory for wildlife purposes and which they carry out in collaboration with the agricultural world and also with the participation in the management of institutes, pursuant to law no. 157 of 1993. Furthermore, they carry out surveys and research on the main wildlife species in decline and promote initiatives for the protection and improvement of the agro-environment;
as far as the questioner is aware, hunters' representatives are normally involved in the discussion tables of the various agri-environmental measures in the rest of the European Community;
it would be desirable if not necessary in the opinion of the questioner that hunting associations could participate in the aforementioned round table as they also have an interest in requalifying and making the figure of the hunter increasingly more responsible in our society –:
whether he intends to include a representation of hunting associations in the list of representatives of the consultation table, in order to be able to add that extra bit of knowledge and skills that will complement those already foreseen to better qualify the work that the management committee and the consultation table will carry out.
