A breath of optimism
This is positive news, giving us hope that the mountain crossing issue can be resolved once and for all. Lega, Forza Italia, and Fratelli d'Italia have submitted an amendment to the Mountain Pass Bill to the Chamber of Deputies. The amendment was proposed to address issues related to the Regional Administrative Court (TAR) ruling and the Council of State's decision, which rejected the request for a stay on the resolution regarding mountain crossings in Lombardy , presented by the Region and several hunting associations.

Ideological disinformation

Parliament cannot become the place where years of environmental conquests are erased just to please an organized and aggressive minority like the hunting lobby". Once the crossings have been identified, the aim is to create SPAs on them, authorizing hunting activity within the limits permitted precisely in the SPAs, the institution provided for at Community level for the protection of migratory birds.
No circumvention of the ban
The proposed rule also introduces the orographic characteristics of mountain passes, and their relevance for migrations will also have to be assessed, in order to be able to identify the sites that are actually to be considered mountain passes crossed by migration routes. There is no circumvention of the ban or the ruling of the TAR: in this choice there is only and exclusively the will of the legislator to adapt the national legislation to the community one. And in this case it is clear that, given what happened in Lombardy, the application distortions of the old legislation are being corrected. "It is simply a matter of modifying the institution of passes in the sense envisaged for the protection of avifauna imposed by European law. So if Bonelli believes that the Birds Directive and European law are rules that authorize the indiscriminate killing of avifauna, he should blame Europe. Frankly, we do not understand why our detractors always appeal to Europe when things are not going well for them and when the community rules are applied, Europe is wrong" (Federcaccia Lombardia).
