The meeting of the regional commission
Yesterday afternoon in videoconference mode, the Regional Commission of Tuscan ATC representatives met again, extended to the participation of the regional and provincial managers of Federcaccia Toscana – Tuscan Hunters Union. The commitment of our association continues to better address the problems related to wildlife management, with an eye to the opportunities that the new Community policy will bring into play with the CAP 2023/27 and with the National Strategic Plan (PSN). The basic conviction, matured over time, is to activate a synergistic work with the Tuscany Region and the ATCs, to take advantage of the huge resources put in place by Europe and destined for the environment and biodiversity also from a faunal point of view. Dr. Michele Bottazzo of the Agro-environmental Wildlife Studies and Research Office of Federcaccia Nazionale, illustrated an interesting report that highlighted the central points that will have to be carried forward in comparison with the Tuscany Region and with the fundamental contribution of the ATC.
A single national document
For Italy, the NSP will have a total value of 36,7 billion euros and will affect the entire agricultural, forestry, agri-food and rural sector at a national level until 2027. Another novelty of this edition is the fact that there will be no plus the 21 Rural Development Plans, distinct for each Region and Autonomous Province, as in the past CAPs, but a single national document which will contain the various local applications called Complemento Strategico Regionale (CSR). In fact, each Region and Autonomous Province will be able to use only a part of the entire and complex measures described in the national NSP document and therefore selected on the basis of local characteristics and needs. The entire National Strategic Plan for the 2023-2027 CAP will thus be made up of a complex series of actions, measures and interventions which all come together in the aim of achieving 9 key objectives determined a priori at the European level.
Improvement of environmental quality
Among these objectives, a third have a clear environmental orientation and are objective n. 5 "Fight against climate change"; goal no. 6 “Protection of the environment” and objective n. 7 “Protection of the landscape and biodiversity”. It is precisely the interventions and measures of the new CAP that pursue these environmental objectives that deserve our attention, as their correct application in the territory will have a positive effect on the improvement of the quality of the agroforestry environment and therefore also on the increase of the wildlife of interest venatorio.cThe launch of the new programming will not be immediate, however, as adjustments are now underway to the various regional CSRs based on the new contents and additions that emerged in the negotiations with the European Commission. This phase will be followed by a necessary information campaign, aimed at promoting the opportunities and support interventions of the new CAP, and finally the opening of the new tenders which will take place in the first months of 2023. Particular attention must also be paid to this whole lot by the ATC and CA which could have a role of promoters in the territory of all the measures and interventions of the regional CSRs of environmental and faunal interest starting from timely information on the openings and methods of participation by farmers in their territorial area of competence.
Future work
Furthermore, it cannot be excluded that in the next tenders of the regional CRS there may also be a space and possibilities for the direct participation of the ATC and CA as aggregators of requests from small farmers. "The work that awaits us is gigantic" - said President Marco Salvadori - "but the hunting world has a duty to look ahead and face the opportunities, including economic ones, with punctuality and preparation, on which to consolidate a new pact with farmers. The environment as a primary asset and with it biodiversity, represents an advanced point of welding on which to rebuild, in the general interest, a new and winning understanding (source: FIDC).
