Despite none of the provisions contained in the text of the DPCM November 3, 2020 signed by Prime Minister Giuseppe Conte in the past few hours directly concerns the hunting activity, which as such is never taken into consideration, it is obvious that even hunting is an activity that, like all the others, must comply with the rules established to limit the virus , to whose observance and maximum respect as a Federation we invite all citizens.
Therefore, the consequences brought by the Decree are numerous, the purpose of which - it should always be kept in mind - is to limit as much as possible the movements of people on the territory and the gatherings, possible opportunities for transmission of the virus.
The last DPCM is substantially divided into a series of dictates valid throughout the national territory and in a part which - without prejudice to these - asks the Regions and the Autonomous Provinces for further investigations related to the epidemiological situation in which they fall.
At the national level, the main constraint is that of working hours, since "From 22.00 pm to 5.00 am of the following day, only travel motivated by proven work needs, by situations of necessity or for health reasons is allowed". For example, leaving at 4 to go to the staging or to the hunting ground is considered not to be considered as a situation of necessity.
For the rest of the day on the whole national level there is a strong recommendation not to travel, either by public or private transport, which however is not a prohibition. Therefore, since hunting is an activity that by its nature favors social distancing and is carried out in open places, it is believed that from 5.00 to 22.00 you can move to go and return from the areas where it is exercised (obviously observing the time limits provided for by the relative legislation).
IMPORTANT RECOMMENDATION
As we said, however, further measures are delegated by the Government to the Regions and Autonomous Provinces also based on the seriousness of the situation in specific territories and the risk of transmission / contamination from the virus.
In this we recommend that you read and inquire about the individual Regional Ordinances, taking into account the travel restrictions already valid at national level, which may be limited to the regional, provincial or even municipal territory.
It is therefore essential to check carefully what the Regions foresee and have on their territory, as there may be bans that only affect specific areas. The time frame of application of the rules is also different from that of the national DPCM, being updated every 15 days.
It is clear that if, again by way of example, travel between municipality and municipality or between province and province is prohibited, hunting is not one of the requirements that may derogate from this obligation (work, study, for health reasons, for situations of necessity) the hunting exercise must be limited to the corresponding territory.
Italy was basically divided into three bands: yellow, orange, red. The placement of the regions in the various bands will be decided by the Minister of Health, after consulting the governors, on the basis of 21 parameters.
- During the day there are no limits to travel and at 22pm the curfew starts until 5.00am.
- After 22 pm you can only go out for "proven needs", therefore for reasons of work, health and emergencies.
I CAN EXERCISE THE VENATORY ACTIVITY
- You cannot enter or leave the Region unless you have "proven needs", therefore for reasons of work, health and emergencies.
- If to go to a Region in the yellow band I have to cross a Region in the orange band, I can do it because "transit on the territories is allowed if necessary to reach further territories not subject to travel restrictions or in cases where the movements are allowed" "
- I cannot leave my municipality because any movement by public or private means of transport is forbidden, in a municipality other than that of residence, domicile or home, except for "proven needs" for work, study, health ".
I CAN EXERCISE THE VENATORY ACTIVITY INSIDE MY MUNICIPALITY
ATTENTION: having regard to article 2, paragraph 4, letter b), the possibility of hunting in a different municipality should be checked with the region of residence if particular conditions are met, for example, you are in possession of an authorization for the b-type hunting form and holders of fixed stalking joint site other than that of residence.
- It is not possible to enter or leave the Region in the red band unless there are "proven needs", therefore for reasons of work, health and emergencies.
- If to go to a Region in the yellow band I have to cross a Region in the red band, I can do it because "transit on the territories is allowed if necessary to reach further territories not subject to travel restrictions or in cases where travel is permitted".
- I cannot leave my town except for “proven needs” for work, study, health ”.
VENATORY ACTIVITY - ATTENTION: having regard to article 3 paragraph 4 letter e) it would seem forbidden to practice hunting. We recommend that you inquire with your region if it is possible to practice it within your municipality of residence.
We realize that this DPCM also severely limits our freedom to exercise a passion that in itself is among the least risky, being carried out largely in solitude and in wide open spaces. But what is being fought, not only in Italy, is a very hard battle that involves everyone, with a very high stakes. As hunters we have never backed down when there has been a personal commitment to the common good. Now more than ever we must demonstrate our seriousness as a serious and reliable part of society.
We therefore invite you to strictly observe all safety rules and good practices during thehunting exercise. Some renunciation today will allow us to return as soon as possible to live hunting to the full with friends and loved ones.
