Compulsory training
On June 24, 2025, the Regional Council of Lombardy approved the parliamentary bill (PLP) n. 4 "Specific rules for certain types of dogs to protect their well-being and public safety". This proposal, in order to become law, will therefore have to be approved by Parliament. The proposal provides for mandatory training for owners of "similar breed" dogs or dogs resulting from crosses between breeds included in a special save list. All purebred dogs registered in the genealogical book kept by the are excluded from mandatory training, as they are at the center of a selective process that minimizes behavioral defects.ENCI, including those of the types listed in the save list.
Two distinct phases
The training is structured in two phases: a theoretical course and the CAE 1 (the ENCI aptitude test that verifies the control of reliability and mental balance for dogs and owners who are “good citizens”). The text approved by the Lombardy Regional Council was illustrated by the speaker and councilor Roberto Anelli, first signatory of the parliamentary bill. Councilor Anelli emphasized that this project is the result of two years of comparison and analysis of the data produced by the ATS and from what emerged from the work carried out by ANCI Lombardy through the result of a questionnaire addressed to all the Mayors of Lombardy. As for the episodes of biting, the ATS Milan reported the figure of 1.466 cases in the last year, 4 episodes of biting per day. It was highlighted that 99% of the cases of biting are caused by dogs not registered in the Genealogical Book. The speaker also emphasized that the dogs registered in the Book that end up in the kennels of Lombardy do not exceed 2% of the total.
The various amendments
The approved amendments include the exclusion from the obligation of the theoretical and practical training course also of dogs used in the work of guarding and caring for livestock and dogs involved in hunting activities, in addition to those used by the armed forces, the police, civil protection and firefighters. For dogs not registered in the genealogical book that are included in the types of the save list, the prohibition of reproduction, sale and transfer has been introduced. Councilor Anelli thanked the drafters of the PLP, citing the ENCI, the ATS Veterinarians, the representatives of ANCI and the regional Welfare structure.
