Very soon there horse meat it could be banned from Italian tables. There is already a bill on the subject: in the rules set by the Undersecretary for Health, Francesca Martini, it is expected that quadrupeds are essentially equated with dogs and cats. The law, which would have a bipartisan character, however, risks clashing with those who, in the wake of a long culinary tradition, consider horse meat a delicacy.
The proposal pleases the Minister of Agricultural Policies, Luca Zaia, who has been fighting against slaughter for years. The initiative started in November, says the Corriere della Sera, thanks to Paola Frassinetti, vice president of the Culture Commission in the Chamber with the aim of "breaking that terrible old age-slaughter chain". We will proceed step by step, setting a series of legislative stakes to reach the final goal. The turnover in Italy is rather small, except in the areas where horse meat has traditionally been the host for some time.
The consumption of horse meat is concentrated in some regions: Puglia consumes 32% of the national total, Lombardy 14,3%, Piedmont 10,8%, Emilia Romagna 9,2%; Veneto 7,6%, Lazio 5,5%; this consumption is decreasing (the average per capita is almost 1 kg), a sign of a cultural evolution probably linked to an ever more extensive identification of the horse as a "companion" animal.
Police checks constantly revealed the suffering and cruelty of the trade in live horses destined for slaughter, since the community legislation that requires horses to travel in single boxes and to be able to rest, as well as have sufficient food and water, is regularly ignored. Following the commitment of the Five Year Animal Welfare Plan, the EU will propose new and stricter rules this year to reduce travel times and load densities of live animals destined for slaughter. Now it is hoped that these journeys of suffering will end soon, at least in Italy.
