New Ordinance on Kennels. The access of animal rights activists to all facilities is established by law.
Municipalities will continue to be responsible for stray dogs present in the area of competence; however, from now on, the mayors will have to manage them taking into account their nature as sentient animals. In accordance with this principle, precise quality parameters are identified for the kennels.
The structures, we read in the ordinance, they must have a sanitary authorization, have a veterinarian as a health manager, encourage the adoption of dogs by citizens, provide for and ensure the access of animal welfare associations as well as open to the public for at least three days a week. Finally, the kennels they must not have a capacity exceeding two hundred dogs. In addition to establishing that dogs housed in kennels are sterilized, microchipped and registered in the canine registry, the provision regulates and protects the health of the four legs even in case of transfer to other facilities.
